SMSTU Outpatient Services

The Pennsylvania Department of Human Services is seeking a contractor to provide outpatient and emergency care services for the South Mountain Secure Treatment Unit (SMSTU) under the Bureau of Juvenile Justice Services. The selected contractor must be located within a 15-mile radius of the facility and provide a range of services, including office visits, surgery, anesthesia, laboratory and diagnostic services, and emergency room care provided by board-eligible or board-certified physicians. Additionally, the contractor will serve as a credential's verification organization for the SMSTU and must provide handwritten summaries of recommendations on specific consultation or transfer forms. This is a single-award contract granted to the lowest responsive and responsible bidder. The initial term is two years, with the possibility of three additional one-year renewals. Bidders must submit their proposals electronically via the SRM system, quoting pricing as $1.00 plus a percentage of customary charges. The response deadline is October 14, 2026. Payment for services will be based on the current Commonwealth of Pennsylvania Medical Assistance Fee Schedule. The contract includes strict compliance requirements, including a Business Associate Agreement to ensure HIPAA and HITECH Act compliance for protecting health information. Contractors must also adhere to Pennsylvania state labor and worker safety laws, nondiscrimination and sexual harassment policies, and the Americans with Disabilities Act.
