Family Support Programs

The Pennsylvania Department of Human Services, through the Office of Child Development and Early Learning, is soliciting applications for Family Support Programs under solicitation 25-RFA-13800. The primary objective is to implement high-quality, community-based Evidence Based Home Visiting (EBHV) services across all 67 counties in the Commonwealth to improve family health, school readiness, and economic well-being while preventing child abuse and neglect. Grantees must implement approved EBHV models with fidelity to national developer guidelines and adhere to the Strengthening Families Protective Factors Framework. The period of performance for Year 1 is July 1, 2027, to June 30, 2028, with a second year of performance anticipated. Applicants must submit a technical submittal, a cost submittal via a specific Excel worksheet, and a Contractor Partnership Program submittal if costs exceed 5 million dollars. Evaluation is based 100% on the technical submittal, focusing on project understanding, applicant and personnel qualifications, soundness of approach, and cost feasibility, with a minimum responsibility threshold of 70%. Key requirements include maintaining an enrollment goal of at least 85% of service capacity, adhering to strict HIPAA and confidentiality mandates, and ensuring staff complete mandated reporter training. While virtual visits are permitted, the department recommends that 85% of visits remain in-person, with at least one in-person visit required annually. Applications were due by October 13, 2026.
