Snow Plowing and Winter Services

The Town of Pomfret, Vermont, is soliciting proposals for snow plowing and sanding services for the 2026–2027 winter season. The selected contractor will be responsible for maintaining 12 designated town roads, including Caper Street, Clifford Road, and White River Lane. Key operational requirements include plowing roads from shoulder to shoulder following accumulations of one inch or more, maintaining snow levels below four inches between 5:00 a.m. and 9:00 p.m., and keeping accumulations under eight inches overnight. The contractor must be able to respond to service requests within one hour and utilize equipment meeting minimum specifications of a 9.5-foot plow and a 3-cubic-yard sander. While the town provides the sand materials and loading equipment, the contractor must provide all necessary manpower and operators. Proposals must be submitted as sealed bids by noon on October 7, 2026, and must include a flat-rate seasonal lump-sum price. Evaluation is based on the bidder's overall ability to provide reliable services, considering factors such as relevant experience, equipment adequacy, manpower, and past performance; the town is not obligated to award the contract to the lowest bidder. Required submission documents include a signed bid tabulation sheet, a list of available equipment and operators, a description of relevant experience, and at least three references. The successful contractor must also maintain insurance coverage as mandated by the Town of Pomfret and comply with all applicable federal, state, and local safety regulations.
