Snow Removal FY27-31

The Minnesota State Colleges and Universities System is soliciting proposals for a five-year snow removal and salting services contract for five buildings at the SCTCC campus. The anticipated annual budget is 120,000 dollars. The contractor will be responsible for removing snowfall of one inch or more and applying salt or brine as needed. Key operational requirements include a maximum one-hour response time for snowfall events and same-day service for daytime call-outs. Services are scheduled from 6:00 p.m. to 6:00 a.m. on weekdays and from Friday after 8:00 p.m. through Monday at 6:00 a.m. on weekends. The contractor must provide a detailed equipment list with hourly rates and ensure all personnel are properly trained. Additional requirements include agreeing upon snow pile locations with the Director of Facilities, removing all sand and debris from melted piles at the end of the season, and repairing any property damage by May 15th. Proposals will be evaluated based on cost and value (40 percent), the detailed work plan (30 percent), response quality (20 percent), and adherence to terms and conditions (10 percent). Mandatory submission documents include a notarized Affidavit of Non-Collusion, an Affirmative Action declaration, and a Supplier Diversity form. The deadline for responses is October 2, 2026.
