Snow removal services.

The Canadian Food Inspection Agency (CFIA) is soliciting a firm all-inclusive price contract for snow removal and ice management services at its laboratory located at 3400 Casavant Blvd. West, Saint-Hyacinthe, Quebec. The initial period of performance is scheduled from November 1, 2026, to May 30, 2027, with the possibility of four additional one-year extensions. The contractor is responsible for clearing parking lots, sidewalks, and emergency exits whenever snow accumulates to 5 cm or upon request, applying abrasives for ice management, and performing mechanical sweeping of excess abrasives between May 1 and May 15. Additionally, the contractor must provide markers to prevent damage and maintain a spill response kit on-site. This procurement is open to both Indigenous and non-Indigenous businesses, but it is conditionally set aside under the Procurement Strategy for Aboriginal Business (PSAB) if two or more Aboriginal businesses submit bids. Proposals must be submitted by October 15, 2026, and will be evaluated based on both technical and financial criteria. Technical submissions must include an organizational chart with key personnel contact information, while financial bids must be in Canadian dollars. The contract is subject to inspection and acceptance by Canada, and non-resident contractors are subject to a 15% withholding tax by the Canada Revenue Agency.
