AI Contract Overview
The Department of State intends to renew 2,000 software licenses for three specialized investigative platforms—Accurint LE, LE Plus Accurint TraX, and ProMonitor—through a sole source procurement under FAR 6.302-1, citing statutory authority for other than full and open competition. The procurement is directed toward LexisNexis Special Services Inc. for continued access to these platforms, which are critical for visa and passport fraud investigations, providing comprehensive data on individuals, entities, financial records, legal filings, and criminal history. The requirement includes a single integrated platform combining public and law enforcement data to rapidly identify persons, assets, addresses, and associated information, a second platform that auto-locates persons of interest and alerts diplomatic security to new identifiers, and a third platform with a nationwide cellular mapping system that meets Daubert, Frye, and Rule 702 standards, includes Google Earth integration, and supports expert testimony in legal proceedings. Before finalizing the sole source award, the government is seeking capability statements from other potential providers by June 24, 2026, to assess whether any other vendors can meet all three technical requirements simultaneously. Responses must demonstrate the ability to deliver all listed functionalities, including extensive data sets on criminal records, property, sanctions, communications, and forensic geolocation with legal defensibility. The government retains full discretion to proceed without competition based on responses received, and failure to provide a responsive capability statement by the deadline may result in the award being granted to LexisNexis without further solicitation. All submissions must be sent to Shayani Mukherjee at the Department of State’s Diplomatic Security office in Arlington, Virginia.
