The Department of State intends to award a sole source, firm fixed-price purchase order for a four-year renewal of 2,000 software licenses to LexisNexis Special Services Inc. This procurement is conducted under a non-competitive basis as authorized by FAR 6.302-1, with a focus on specialized investigative platforms that support visa and passport fraud investigations. The software includes access to Accurint LE, LE Plus Accurint TraX, and ProMonitor, which combine law enforcement and public records data to facilitate the rapid identification of individuals, assets, and related critical information such as criminal records, property ownership, liens, and more. The Department is soliciting capability statements from interested vendors by June 24, 2026, to determine if alternative suppliers can provide comparable platforms that meet specific requirements. These include integration of extensive public and law enforcement data, real-time identification and alerting of persons of interest, and advanced cellular mapping tools that comply with legal standards for forensic evidence. The final decision on whether to proceed without competition will rest solely with the government, based on the submitted information. The contract will be managed by the Diplomatic Security office in Arlington, Virginia, with contact for submissions directed to Shayani Mukherjee.
