The National Cancer Institute’s Laboratory of Receptor Biology and Gene Expression is seeking to renew annual software maintenance licenses for the Revvity Signals Image Artist (SiMA) software on a sole source basis, as Revvity Signals Software, Inc. is the exclusive provider of this proprietary, docker-containerized platform deployed on the NCI Cloud One AWS environment. The software is essential for the operation of the High-Throughput Imaging Facility, and only Revvity Signals Software, Inc. offers the necessary trained engineers, official upgrades, and direct Software Maintenance Agreements, making competition impractical under existing federal acquisition rules. This procurement will proceed under FAR Part 12 for commercial items and is exempt from full competition under FAR Part 13.101(b), with the North American Industry Classification System code 513210 and a business size standard of $47 million. Responses to this non-competitive notice are due by 12:00 PM EST on July 10, 2026, and must be submitted in writing via email to Contract Specialist Teferi Gebremariam and Contracting Officer Rukshani Levy at the designated HHS emails. Interested parties, including small businesses, may submit capability statements or proposals to demonstrate they can meet the requirement, but the government retains sole discretion to determine whether to proceed without competition. All potential contractors must be registered in SAM.gov, and any correspondence must reference the solicitation number 75N98026Q00663. The government may use submitted information for any legally appropriate purpose, including evaluating future competitive opportunities, and the performance of services will occur in Bethesda, Maryland.
