AI Contract Overview
This contract provides comprehensive software maintenance, technical support, and cybersecurity services for the Defense Optical Fabrication Enterprise Management System (DOFEMS) and its associated software components, including integration with the Spectacle Request Transmission System (SRTS), to ensure uninterrupted operational readiness for DoD optical fabrication missions. The work supports the live DOFEMS Production Environment hosted in DoD datacenters and the non-production Test Virtual Machine Environment managed by DHA/DCOPS in Yorktown, Virginia, where all system modifications are validated prior to deployment. Maintenance activities must strictly adhere to Department of Defense and Defense Health Agency guidance, as well as the Risk Management Framework (RMF), to ensure system reliability, data integrity, and cybersecurity compliance throughout the five-year performance period spanning July 25, 2021, to July 24, 2026, with an estimated total contract value of $5,789,924 funded through FY26–FY30 Operations Procurement Navy appropriations. The acquisition is being conducted as a sole source under FAR 12.102(b) and 41 U.S.C. 1901 because Optical Lab Software Solutions, Inc. is the original developer of DOFEMS and possesses exclusive proprietary knowledge and source code access, making it the only qualified entity capable of maintaining system integrity without exposing the DoD to unacceptable risks of operational downtime, data loss, or cybersecurity vulnerabilities. The contract is structured as a Firm Fixed-Price agreement with no option years, formal line items, or performance metrics specified, and the place of performance is designated as Yorktown, Virginia, where the vendor must operate securely within DoD infrastructure and maintain seamless integration with government systems. No additional packaging, marking, preservation, or inspection criteria are defined beyond system-level performance and compliance obligations, and the contracting officer’s point of contact is Nicholas Haas of NAVSUP Fleet Logistics Center Norfolk, with no identified Contracting Officer’s Representative.
