The U.S. Government, through the Mission and Installation Contracting Command - Fort Sam Houston, is issuing a Sources Sought Notice to gather industry input regarding the software, service, and support requirements for the Brooke Army Medical Center Nurse Call System. Although the Government intends to award a sole source firm-fixed price contract to Nations Advanced Communication & Cabling, Inc. dba Advanced Communications & Cabling, it is soliciting information from all qualified entities—especially small businesses across all socioeconomic categories—to assess potential competition and evaluate the justification for sole source procurement under 10 U.S.C. 41 U.S.C. 1901 and FAR Subpart 13.5. Responses must include detailed capability statements limited to five pages, containing the firm’s name, point of contact, Unique Entity ID, CAGE code, size status, socioeconomic certifications, proposed subcontracting plan with percentages of work by similarly situated entities, relevant past performance, commercial availability of services with pricing and terms, recommendations to enhance competition, and any identified barriers to competition. The NAICS code for this requirement is 511210, with a size standard of $47 million, though respondents may propose a more appropriate code. This is a follow-on requirement to contract W9124J-21-C-0029, which had a total award value of $1,859,869 and a performance period ending September 29, 2026, with the new contract anticipated to span five years including option periods. The place of performance is Brooke Army Medical Center at Fort Sam Houston, Texas. All responses must be submitted via email by 12:00 P.M. CDT on February 6, 2026, referencing solicitation W9124J-26-R-NCSY. No quotes, bids, or proposals are being solicited at this time, and submission of information does not obligate the Government to award a contract or reimburse any costs. Respondents are advised that failure to receive adequate small business responses will preclude the possibility of a set-aside, and the Government retains full discretion to proceed with sole source or competitive procurement based on the information gathered. Contractors must comply with comprehensive security requirements including AT Level I training, National Agency Check, SF-85P completion, U.S. citizenship verification, and CAC access, along with performance expectations tied to a 95% compliance threshold monitored through CPARS.
