The United States Patent and Trademark Office (USPTO) intends to award a sole-source purchase order in the amount of $445,000 for a base year and four (4) one -year options to Hatha Systems, Inc. 1101 Pennsylvania Ave, NW, Washington, DC 20004-2521 for a Perpetual License and annual maintenance and product support for Knowledge Refinery Trademark Records Management (TRM) Project for the Business Rule and Business Logic Extraction form the USPTO's Trademark Reporting and Monitoring (TRAM) system. The USPTO Efficiency Act, 35 USC - 2(b)(4)(A) and the Patent and Trademark Acquisition Guidelines (PTAG) specifically exempt USPTO from the Competition in Contracting Act (CICA - 41 U.S.C. - 253). The PTAG states while "it is the policy of USPTO to promote competition to the maximum extent possible . . . USPTO intends to balance these considerations with the program benefits that can be gained from developing a reduced supplier base and building strategic alliances with its suppliers."
