Contract Award Number TIRNO-09-K-00218 was issued to GTSI, Corp, a large business based in Herndon, Virginia, for infrastructure upgrades to z9 Mainframe Computer Systems. This specific action, Modification 0001, is a firm-fixed price agreement valued at 368.00 dollars, falling below the micro-purchase threshold. The procurement was conducted via GSA Federal Supply Schedules and funded in compliance with the American Recovery and Reinvestment Act of 2009. The primary objective of this modification is to increase the Millions of Instructions Per Second (MIPS) for existing ASG software used by the Internal Revenue Service. This upgrade is critical for IT support, preventive maintenance, and remedial maintenance to ensure the uninterrupted processing of taxpayer information during IRS modernization efforts. Because no other software provides the necessary functionality, this was a sole-source opportunity available only to GTSI, Corp.

RECOVERY - Infrastructure Upgrades for z9 Mainframe Computer Systems Solicitation Number: Agency: Department of the Treasury Office: Internal Revenue Service (IRS) Location: National Office Procurement (OS:A:P) Synopsis: RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY WILL ONLY BE AVAILABLE to GTSI, CORP. FOR REASONS DESCRIBED BELOW. In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act (ARRA) of 2009, Pub. Law 111-5, the Internal Revenue Service (IRS) posts this notice of intent to issue a modification to contract number TIRNO-09-K-00218, to purchase additional Millions of Instructions Per Second (MIPS) in order to upgrade ASG software that the IRS already owns. The ASG software supports several mission critical tax applications, including the Master File and Business Systems Modernization applications. These applications contain sensitive taxpayer data and the increased workload volumes resulting from ARRA requirements require increased processing capacity on the IBM z9 mainframe systems that host them. These increased workloads will include tax changes such as: the Making Work Pay Tax Credit, First-Time Homebuyer Credit Expansion, education benefits, Health Coverage Tax Credit, Money Back for New Vehicle Purchases, Work Opportunity Tax Credit, COBRA Health Insurance Continuation Subsidy, Net Operating Loss Carry back and Municipal Bond Programs. Currently, the IRS uses ASG software as a means of Information Technology (IT) support, preventive and remedial maintenance. This software supports the three IRS computing centers, located in West Virginia, Tennessee and Detroit. Maintenance and support of this software is essential in order to avoid disruption to the daily processing of taxpayer information performed at the computing centers in support of the IRS modernization efforts. No other software has been found that can replace the functionality of the ASG software. Therefore, the IRS will increase the ASG software MIPS from 14,300 to 14,600 MIPS. The increase will be accomplished by issuance of a modification to a previously competed delivery order (referenced above) awarded to GTSI, Corp., a large business. The modification will be executed as a firm fixed-price action and has an anticipated value less than the micro-purchase threshold. The existing delivery order was competed in accordance with the procedures set forth in FAR Subpart 8.404 for use of General Services Administration (GSA) Federal Supply Schedules. Small businesses were solicited but one was not selected for award because GTSI, Corp. was the lowest priced, technically acceptable offeror.
