Salt Lake Community College intends to purchase a classroom package consisting of Ohm's Law and DC Circuits Trainers, including 12 trainers, a consumables kit, and a storage case, from Silverstone Systems LLC as a sole source procurement. This approach is chosen because the department already uses seven ConsuLab Ohm’s Law and DC Circuits Trainers, and the existing curriculum, lab exercises, and instructional materials have been built specifically around this equipment. Procuring additional units of the same trainer ensures instructional continuity, compatibility, and standardization across all student workstations. Switching to equipment from another manufacturer would necessitate substantial curriculum redevelopment, instructor retraining, and classroom reconfiguration, leading to increased costs and disruption. The authorized regional distributor for these training aids is DAKTIC, a Silverstone Systems company, which further supports the sole source justification. While this notice is not a solicitation for bids or proposals, interested vendors may respond to provide information regarding their capability to supply the requested product; however, responses will not be treated as formal bids and will only inform the decision on whether to proceed competitively. All responses must be submitted in writing by the specified deadline and will be reviewed by the College, which retains sole discretion to continue or discontinue the proposed sole source procurement.

Notice of Intent Sole Source Procurement
This is not a solicitation for bids or proposals. This is a notice of intent to purchase a product without seeking competition.
Any responses received as a result of this Notice of Intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals, bids, or quotes. The proposed contract action is for products or services for which the College intends to negotiate and award with only one source, as permitted under the authority of the Utah Procurement Code (U.S.C. § 63G-6a-802, as amended).
Product and/or service to be purchased: Ohm's Law and DC Circuits- Classroom Package, Consisting of: 12 X Ohm's Law and DC Circuits Trainers 1 X Consumables Kit 1 X Storage Case -------------------------- 1 X Ohm's Law and DC Circuits Trainer, Part # CL-1919-06
Proposed Sole Source Supplier: Silverstone Systems LLC
Sole Source Justification:
The department currently possesses seven (7) ConsuLab Ohm’s Law and DC Circuits Trainers already in active use within the instructional program. The existing curriculum, lab exercises, and instructional materials have been developed specifically around this equipment platform. To maintain instructional continuity, compatibility, and standardized training across all student workstations, the department requires additional units of the same ConsuLab trainer. While other electrical training systems are available in the marketplace, transitioning to a different manufacturer would require substantial modifications to the current curriculum, including redevelopment of lab activities, instructor retraining, and potential reconfiguration of classroom delivery. This would result in significant additional costs in time, labor, and resources, as well as disruption to the established instructional program. Additionally, ConsuLab training aids are available in this region exclusively through DAKTIC (A Silverstone Systems Company) as the authorized distributor. As such, acquisition of compatible units must be made through this vendor. For these reasons, the requested equipment is justified as a sole source procurement based on compatibility with existing equipment, continuity of instruction, and the avoidance of unnecessary duplication of costs.
Responses:
Interested and capable vendors may respond to the stated requirements and justification by email or electronic communication through U3P. Such communication should include a statement regarding their capability to provide the specified procurement item. Responses will be considered only if they include clear and convincing documentation that demonstrates the capability of meeting or exceeding the requirements stated herein. All responses received by the due date and time specified in the posting will be reviewed by the College. A determination not to complete this proposed action based on the responses to this notice is solely within the discretion of Salt Lake Community College Purchasing Services.
All responses must be in writing and returned to Brandon Ostrander at brandon.ostrander@slcc.edu prior to the Due Date indicated in the posting. Note the Document Number of this posting on all communication.

Proposals are due by September 14, 2026, and must include specific certifications regarding debarment and the boycott of the State of Israel, as well as registration with the Utah Department of Commerce.
