The Department of Defense office at Fort Carson, Colorado, intends to award a sole source purchase for Biological Mediation Systems' Outback vault evaporator restrooms to be installed at the Turkey Creek Recreation Area. This procurement is justified as a sole source because the new restroom systems must match the existing facilities' specific performance characteristics, making alternative suppliers unsuitable. The announcement clarifies that this is not a formal solicitation and does not constitute a request for quotes or proposals. No solicitation documents are available, and inquiries by telephone will not be accepted. The notice serves to identify whether any comparable sources or offers exist that might be more advantageous to the government. Interested parties with comparable capabilities were asked to submit detailed information by September 23, 2002, with the understanding that if no affirmative written responses are received, the purchase will proceed without further competition. The government reserves the sole discretion to decide whether or not to compete the contract after reviewing any submissions, reinforcing the intention to maintain the sole source award based on the existing conditions and requirements.
