The Naval Surface Warfare Center (NSWC) Crane Division intends to modify an existing Basic Ordering Agreement (BOA) with Colonial Assembly & Design to increase the contract ceiling from $5 million to $12.5 million. This modification will cover procurement of spares, repairs, engineering services, software design, and fabrication supporting the Special Projects Aircraft (SPA) and EP-3 aircraft. The additional funding is necessitated by the requirement for ongoing maintenance and support that ensures integration with existing equipment, maintaining form, fit, function, and compatibility. The contract modification will be awarded on a sole-source basis, justified by statutory authority due to the unique technical data and equipment capabilities exclusively held by the current contractor, which the government does not possess the rights to produce or repair independently. No solicitation will be issued because this is an adjustment to the existing agreement, and any government decision not to proceed with the modification will be made at its discretion based on information received. Interested parties or inquiries should be directed to the designated point of contact, Ms. Kathy Gaither at NSWC Crane, with the appropriate contract reference number. The performance of the contract and all related activities will be managed by NSWC Crane in Indiana, under NAICS code 334511, which covers electronic connectors manufacturing and related services.
