The Government plans to award a sole source contract to SAIC for the development of Sexual Assault Prevention and Response Office (DON SAPRO) training materials, specifically a video library of training segments totaling up to 100 minutes. This action is being pursued under the authority of FAR 13.106-1(b)(1) due to SAIC’s unique capabilities, corporate knowledge, and technical expertise gained since the establishment of the SAPR program across the Department of Defense. SAIC's proprietary digital video cataloguing system, extensive experience working with the SAPR staff, and specialized audio transcription database make it the only contractor capable of ensuring continuity, consistency, and quality in the development and maintenance of these sensitive training materials. Although this notice is not a solicitation for competitive bids, the Government encourages any interested parties to express their interest and capability within seven days of the notice’s publication. However, the Government retains sole discretion to proceed without competition. The contract falls under NAICS code 512191, and potential responses must be submitted electronically to Joseph Haviland by the specified deadline of 1500 EST on September 22, 2014. The Government considers that the costs and delays associated with developing new video materials by another source would outweigh any benefits that competition might bring.

Full Description

The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within seven days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. SAIC is the only contractor that can guarantee continuity of the Department of the Navy Sexual Assault Prevention and Response Office (DON SAPRO) training material due to the corporate knowledge and technical expertise thats been gained since the Sexual Assault Prevention and Response (SAPR) program was established across DoD. It is essential that consistent communication is conveyed to all personnel within the DON SAPRO training program. SAIC is uniquely equipped to design and develop SAPR training segments for the DON SAPRO, creating a video library compiling a documentary of Government-provided video footage into short topic-specific segments with a maximum of 100 minutes of final video footage. SAIC is the only source that can develop this video training library because of its proprietary digital video cataloguing system and database and its dynamic and cutting-edge expertise with regard to this sensitive issue, its ongoing working relationship with the SAPR staff, overall SAPR knowledge base, and past performance with SAPR training development and coordination expertise. Moreover, SAICs internal practices include an SAIC-owned audio transcription database categorizing multiple SAPR topics, allowing previously recorded training clips and interviews to be easily accessible for production. The additional costs and the time delay in producing new training videos would overshadow any potential benefit of competition and are not expected to be recovered though competition. The applicable North American Industry Classification Systems (NAICS) Code is 512191. All responses may be emailed to Joseph Haviland at contact@example.gov and reference number N0018914H3396 no later than 1500 EST on 22 September 2014.
