The United States Army Yuma Proving Ground (USAYPG) plans to negotiate a firm-fixed price contract exclusively with Rogers Engineering & Associates for the continued development and testing of a MATLAB-based computer program that estimates parameters of six-degree-of-freedom parafoil motion using an Extended Kalman Filter implementation. This program was originally developed by Rogers Engineering & Associates and requires further validation as part of an ongoing Air Delivery Modeling and Simulation effort at USAYPG. The contract reflects a sole-source acquisition due to the unique familiarity and expertise Rogers Engineering & Associates holds with the program, making it essential to avoid time delays or added expenses that would arise if another firm had to first understand the existing program and its underlying theory. The procurement will follow the Federal Acquisition Regulation (FAR) guidelines for acquiring commercial items and simplified acquisition procedures. While Rogers Engineering & Associates is the primary intended awardee, other firms may express interest by submitting a proposal demonstrating the capability and experience to perform the work without causing delays, with a submission deadline of May 31, 2004, 4:30 pm MST. The contract’s NAICS classification is 541511, and it is managed through the Department of Defense’s W6QM Micc-yuma Proving Ground office based in Arizona. The contract holds reference number W81R8T-4125-RM01.
