Personnel must be thoroughly trained and qualified per the Performance Work Statement, and the contractor must implement a comprehensive Contractor Control Plan with inspection checkpoints and recordkeeping to ensure operational integrity and fuel quality. The procurement is evaluated under a Lowest Price Technically Acceptable (LPTA) methodology, where proposals must first pass mandatory technical and past performance thresholds as acceptable or unacceptable before price becomes the determining factor. Offerors must submit a detailed technical proposal with a 75-page limit, an unrestricted submission for contractor-furnished vehicles, a past performance section limited to one page if no experience exists, and a no-page-limit price proposal structured around Monthly Use Charge (MUCG) line items for base and option periods, with pricing derived by multiplying the unit rate by 48 months for the base period and 60 months for the option period, or 6 months for the extension. Electronic invoicing via Wide Area WorkFlow (WAWF) is mandatory, with submission through Electronic Data Interchange, Secure File Transfer Protocol, or direct web input, and requires strict adherence to invoice content requirements including TIN, contract number, and EFT banking details. All offerors must be registered in SAM with a valid UEI and CAGE code
