Solventum (Previously 3M) Software Suite

The Defense Health Agency intends to award a sole source contract to Solventum Health Information Systems, Inc. for the continued maintenance and support of its proprietary software suite, formerly developed by 3M, which is critical to the operation of the Armed Forces Health Longitudinal Technology Application system. The contract, set to begin on September 30, 2026, includes a one-year base period with four optional one-year extensions, potentially extending performance through September 30, 2030. The software suite provides essential functionalities including the Healthcare Data Dictionary for mapping clinical data elements, the Enterprise Master Person Index for accurate patient record linkage, Alert Writer and Wellness Reminders for clinical notifications, Tuxedo for data queuing and translation between clinical workstations and the Clinical Data Repository, and MEDCIN files to ensure compliance with current medical coding standards such as CPT. The acquisition is justified under FAR 6.103-1 due to the unique, proprietary nature of the software and the absence of any other supplier capable of providing equivalent functionality without compromising system integrity. As this is a sources sought notice, no competitive evaluation will take place.
