Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a transformer protection relay that has equal performance requirements as the SEL-2488, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163.
Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires the following characteristics.
Provide satellite-synchronized network clock with the following capabilities:
- Time Synchronization – Provide a satellite-synchronized network clock to deliver accurate, traceable time synchronization for protective relays, automation controllers, meters, SCADA systems, and other intelligent electronic devices (IEDs) throughout the substation.
- Time Distribution – Distribute precise time using industry-standard synchronization protocols and outputs, including Precision Time Protocol (PTP), Network Time Protocol (NTP), IRIG-B, and pulse-per-second (PPS), as required to support substation automation and protection systems.
- System Monitoring – Continuously monitor satellite synchronization status, timing accuracy, clock health, and output status. Generate alarms and status indications for loss of synchronization, timing faults, or communication failures.
- Reporting and Monitoring – Provide event logging, diagnostic information, and remote monitoring capabilities to support verification of time synchronization, system performance, and maintenance activities.
Communications and Integration – Support integration with substation automation, SCADA, and communications networks through Ethernet connectivity and industry-standard protocols, enabling centralized monitoring and reliable time synchronization across connected devices.
This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data for the Government to conduct a comprehensive evaluation of your manufactured product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague. Any information received after the due date/time will not be considered.
