General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2.


This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry so the government can make informed business decisions. We are seeking responses from both large and small business members of industry to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). Project Background. The U.S. Army Corps of Engineers requires the repair and rehabilitation of the concrete walls and the floor of the Upper North Regulating Outlet (RO) wall located at Detroit Dam in Gates, Oregon 97346. The primary scope of work is to perform concrete removal and repair of erosion damage to the concrete walls and floor of the RO conduit. Repair of this erosion will require saw cutting, concrete removal, preparation of the concrete surface, and application of a polymer modified repair mortar to restore the wall and floor to the original conduit geometry. Also, at the Governments option, the work can include the application of a protective epoxy coating on designated locations of the conduit surface.


Project Scope: The following information represents the project objectives: The U.S. Army Corps of Engineers (USACE), Portland District, requires structural concrete repairs and, at the government’s option, the application of a protective epoxy coating system within the Upper North Regulating Outlet (RO) at Detroit Dam in Gates, Oregon 97346. The objective is to restore the structural integrity of the conduit and protect it from future erosion and degradation. The contractor shall furnish all labor, materials, equipment, and supervision to perform the comprehensive repairs as detailed below:


Concrete Demolition and Removal:


Perform precision saw cutting with a diamond-bladed saw to establish the extent of the repairs to be performed, creating a dovetailed keyway to mechanically lock the new patch of cementitious repair mortar into the existing wall. This process will be performed by removing deteriorated concrete using lightweight chipping hammers in a region defined through design drawings issued by the Government. Demolition must extend to a minimum depth of 3 inches from the surface of the concrete walls and floor. Explosive or chemical demolition methods are strictly prohibited.


Substrate Surface Preparation and Reinforcement Treatment:


Once the deteriorated concrete has been removed from the work area defined by the structural design drawings, the contractor will mechanically roughen the surface of the newly exposed concrete substrate surface to allow for an adequate bond between the existing concrete and the newly applied repair mortar. The contractor will be required to mechanically clean all exposed reinforcing steel to remove ruse and scale. A structural bonding agent will be applied to the prepared concrete substrate surface and newly exposed reinforcing prior to placement of the polymer modified cement mortar repair compound.


Epoxy Grout Placement & Curing:


The contractor will provide a polymer-modified Portland cement mortar mix. The repair mortar will be required to have a minimum compressive strength of 4,000 psi at 28 days, as determined by mortar manufacturer’s certified testing data. Contractors must install the repair mortar in accordance with mortar manufacturer’s installation requirements and all applicable rules and regulations of local, state and federal authorities having jurisdiction. Contractor must additionally ensure the compatibility of the prepared concrete surface roughness and applied bonding agent with the repair mortar mix. The repair mortar mix must be able to be applied to the walls & floors of the RO conduit without sag or runout from the wall, and the repair mortar must be able to be applied with simple hand tools and without the need for formwork or other volume-containment methods while the mortar cures.


Epoxy Coating Application:


Following the full curing period of the newly applied repair mortar mix, the contractor shall, as required, mechanically and/or chemically prepare a section of the conduit surface to remove all efflorescence, curing compounds or other contaminants that may interfere or adversely affect the application of an epoxy paint coating system. At the Government’s option, the contractor shall apply a multi-layer polyamide-cured epoxy coating system to ensure a smooth surface for the flow of water through the conduit. Contractor shall apply a minimum number of separate coats, in accordance with the paint manufacturers installation requirements, to achieve a total minimum dry-film thickness of 10 mils.


Anticipated Construction Schedule: NWP intends to advertise this project by late July/early August 2026 and award a Construction Contract mid-September 2026. Contractor will be expected to mobilize to the project site before the end of September 2026 with contract completion by NTP+ 2 months. 


Estimated Magnitude of Construction: $250,000 to $500,000


Number and Type of Contracts: NWP contemplates awarding a Firm-Fixed Price Construction Contract. The acquisition strategy decision has not yet been determined. Maximum Small business participation is being sought at both the Prime and subcontracting levels. 


Anticipated Procurement Method: Invitation for Bid (IFB)


New Requirement: Cybersecurity Maturity Model Certification (CMMC)


The forthcoming solicitation will require the contractor and/or subcontractor(s) information system to process, store, or transmit Federal Contract Information (FCI) or Controlled Unclassified Information (CUI), and require the contractor and/or subcontractor(s) to comply with CMMC requirements. The CMMC level required by this solicitation is: CMMC Level 1 (Self). This CMMC level, or higher (see 32 CFR part 170), is required prior to award for each contractor information system that will process, store, or transmit FCI or CUI during performance of the contract. 


PROJECT SPECIFIC CONSTRAINTS AND CHALLENGES:


Confined Space: All work is to be performed inside the regulating outlet conduit, which is a permit-required confined space. All workers in this workspace will be required to provide proof of recent confined space training and follow all local, state, federal & USACE confined space requirements when working in this area.


Environmental Controls: The contractor must implement and maintain a zero-discharge environmental containment system to capture and manage all concrete dust, debris, and slurry/wastewater. No project-related runoff, debris, trash or other objects are permitted to enter project drains or waterways.


Safety: All operations must be performed in strict accordance with the USACE Safety and Health Requirements Manual (EM 385-1-1).


- Access: Access to the regulating outlet conduit within the dam is limited to a limited number of points of entry. Entry into the physical conduit space is via a ladder passing down through a 3’x3’ access hatch into the regulating outlet conduit. Access requires full fall protection for individual workers while working inside the regulating outlet conduit. Additionally, the hoisting of materials, tools, equipment and other items needed to maintain an adequate workspace may need to pass through this hatch and should be considered when evaluating this scope of work for bid.
