INTRODUCTION:


The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its intention to award a 5-Year Basic Ordering Agreement (BOA) to support ALE-70, ALE-55/EFC/DBD, and ALE-47 systems. The BOA will include but is not limited to, support of all variants of the ALE-70 Radio Frequency (RF) Countermeasure; support of the repair, field, and technical support of T-1622/ALE-55 (V) Fiber Optic Towed Decoy (FOTD) Rounds and CV-4334 and CVV-4334A/ALE-55 (V) Electronic Frequency Converter (EFC); support of Strike DBD/Production; procurement of AN/ALE-47 Countermeasures Dispensing System (CMDS) Weapon Replaceable Assemblies (WRAs) including: Sequencer (Common Carriage), Digital Sequencer (DSQCR) (Legacy), Dispenser Assembly (Common Carriage), and Digital Cockpit Display Unit (DCDU)  (Part Number 186482-0001), as well as associated support equipment such as the AN/ALM-288 Countermeasures Dispenser Test Set, spares, repairs, and engineering support services.


THIS SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible businesses capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.


ELIGIBILITY: The Product/Service Code (PSC) most appropriate for this contract is 5865 - Electronic Countermeasures, Counter-Countermeasures and Quick Reaction Capability Equipment. All interested businesses are encouraged to respond.


A DD Form 254 Contract Security Classification Specification shall apply to this requirement, and the prime contractor shall have or demonstrate ability to obtain a “Top Secret” Facility Clearance.


ANTICIPATED PERIOD OF PERFORMANCE: This contract is intended to satisfy Government requirements for FY 27 through FY 31 by a Basic Ordering Agreement (BOA). The anticipated award date is March 2027.


ANTICIPATED CONTRACT TYPE: The contract type for this contract is anticipated to be Firm Fixed Price (FFP).


PROGRAM BACKGROUND:


The AN/ALE-70 is an advanced, expendable towed Radio Frequency (RF) countermeasure system specifically for the F-35 Lightning II Joint Strike Fighter (JSF). It serves as a vital self-protection mechanism to safeguard the fifth-generation stealth aircraft against sophisticated radar-guided missiles and adversary tracking systems.


The AN/ALE-55 Subsystem consists of an off­offboard Fiber Optic Towed Decoy (FOTD) and on-board Electronic Frequency Converter (EFC). The FOTD is high-powered electronic off-board countermeasure and self-protection jammer that provides aircraft with Radio Frequency (RF) self-protection from missile threats. The EFC converts RF signals sent from the aircraft's electronic warfare system to FOTD.


The AN/ALE-55 Dual-Band Decoy (DBD) is the U.S. Navy’s next-generation, fiber-optic towed radio frequency (RF) countermeasure. It is the direct successor to the legacy AN/ALE-55, the DBD is engineered to protect tactical aircraft—primarily the F/A-18E/F Super Hornet—against highly sophisticated, modern enemy radar systems and guided missiles.


AN/ALE-47 is the standard, combat-proven passive self-protection system utilized across a vast array of Department of War (DoW) fixed-wing, rotary-wing, and transport aircraft. It is designed to defend aircraft against both infrared (heat-seeking) and radar-guided missiles.


REQUIRED CAPABILITIES:


Requirements include familiarity and understanding of the ALE-70, ALE-55/EFC/DBD, and ALE-47 systems advanced technology to improve aircraft /aircrew survivability and aircrew situational awareness. Hardware tasking includes production and delivery of required hardware and support equipment; engineering and technical support; and financial data reporting. Manufacturing and repair knowledge, technology, infrastructure, capacity, and technical data are required for timely fulfilment of hardware and repair requirements for new deliverables or repair and support of Government-owned end items. Aircraft integration support includes supporting the user interface, aircraft hardware installation troubleshooting and technical support, as well as test and evaluation analysis and support. Handling and use of classified information is required.


Interested businesses shall demonstrate that your company currently possesses or has authorized access to the necessary technical data, or has a viable plan to obtain, generate, or otherwise secure the necessary technical data, and that it will be maintained throughout the duration of the effort being solicited. Interested businesses shall demonstrate the capability to complete the requirement within the Government's required timeline. You may also submit information that demonstrates how you could potentially meet this requirement for future production opportunities.
