The government is conducting market research through a sources-sought announcement to identify potential suppliers of a lightweight .338 caliber cartridge designed for bolt-action sniper rifles. They are seeking submissions from interested vendors including company and product information, test results, and relevant data. The preferred ammunition should have at least a Technology Readiness Level 7, meaning prototypes have already been tested, and the cartridge case must be at least 30% lighter than the current standard brass case round. Performance requirements include maintaining a precision of no more than 1.0 MOA extreme vertical spread at 1,000 yards and 1.5 MOA at 1,640 yards, with optimized projectile velocity for accuracy at the longer range. Additionally, the cartridge must function reliably across a wide temperature range (-20°F to +165°F) with stable propellant performance that minimizes velocity variance while keeping chamber pressures within safe limits. No funding is currently available for contract awards, and this announcement does not represent a solicitation or commitment to award a contract. Responses are requested by March 30, 2012, and any proprietary information submitted will be protected. Companies should be aware that all costs incurred responding to this market survey will not be reimbursed. The technical point of contact is Mr. Graham Endris at NAVSURFWARCENDIV Crane, and questions regarding the solicitation can be directed to Contracting Officer Ms. Diane Bright. This effort aims to gather information to aid future procurement planning for the Department of Defense’s Naval Surface Warfare Center, Crane Division.

MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of market research to investigate the availability of a lightweight .338 caliber cartridge to be used in bolt-action sniper rifles. All interested sources are encouraged to submit company and product literature, test results, and other pertinent information for the Government’s consideration. Preferably the offering should be at a minimum Technology Readiness Level 7 (prototypes already tested). The lightweight cartridge case should be at least 30% lighter than the current brass case round. The desired precision is no less than 1.0 MOA Extreme Vertical Spread (EVS) at 1,000 yards and 1.5 MOA EVS at 1,640 yards. Projectile velocity shall be optimized for precision at 1,640 yards. The maximum spread and standard deviation of the corrected muzzle velocity at ambient temperature should be minimized to the greatest extent possible. Chamber pressures shall be within safe limits as prescribed by applicable industry standards or manufacturer’s recommendations. The cartridge shall function reliably in an operating temperature range of -20°F to +165°F. The propellant shall offer temperature stability such that the chamber pressures remain within safe limits as described above, and the variance between corrected average muzzle velocity at -20°F and corrected average muzzle velocity at +165°F is minimized to the greatest extent possible. The variance between corrected average muzzle velocities at extreme temperatures and corrected average muzzle velocity at 70°F should also be minimized to the greatest extent possible. Interested vendors should respond to the POC below by 5:00 PM Eastern Daylight Time on 30 March, 2012. The Technical Point of Contact (POC) for this effort is Mr. Graham Endris, contact@example.gov or +1 (555) 000-0000.
