AI Contract Overview
The United States Air Force, through the Air Force Life Cycle Management Center at Wright-Patterson Air Force Base, Ohio, is conducting market research to identify capable sources, including small businesses and socio-economically disadvantaged firms, to provide Mail Metering Equipment Lease and Smart Lockers for the Official Mail Center. This initiative, identified by solicitation number FA860126Q0040 and NAICS code 532420 with a $40 million small business size standard, is purely for information gathering and does not constitute a solicitation or commitment to award a contract. Respondents must submit a concise capabilities package, not exceeding five pages, detailing technical compliance with requirements such as the provision of Extra Large smart lockers with 16 total lockers, embedded non-proprietary software that allows maintenance by any authorized provider, and lease of fully operational postage metering equipment certified for USPS, UPS, and FedEx. Responses must include full disclosure of socio-economic status—such as 8(a), HUBZone, WOSB, EDWOSB, SDVOSB, SDB, or small business—and indicate if the firm is foreign-owned or intends to use foreign national employees. Submissions are due by July 2, 2026, at 3:00 PM Eastern Time, and must be emailed to three designated points of contact with the exact subject line “Mail Metering Equipment Lease and Smart Locker Procurement,” with attachments limited to .pdf, .doc, .docx, .xlsx, or .xls formats only; .zip or .exe files will be rejected. The performance location is specified as the Official Postal Center at Building 258, Door 1, Wright-Patterson AFB, with additional sites including WPAFB PSC and Jarvis Gym, Area A. Performance will follow a base year with four one-year options and require full operational readiness from day one. Contractors must ensure all equipment is installed within one week of on-site work, remove all debris, and sanitize the site to its original condition. Security and facility access are strictly controlled: all personnel must undergo background checks submitted at least ten business days in advance, obtain installation identification badges, and comply with 100% vehicle searches upon entry; weapons are prohibited, and violation of traffic rules or communication policies may lead to base debarment. Contractor personnel must be able to communicate in English, and a designated contract manager with full authority over daily operations must be named in writing
