The Naval Air Warfare Center Training Systems Division, acting on behalf of the Surface Warfare Schools Command, is seeking qualified contractors to provide comprehensive turnkey live-fire Fire Fighting Training and Damage Control Training for U.S. Navy, NROTC, and Coast Guard personnel in the Pacific Northwest Fleet Concentration Area centered in Seattle, Washington. The contractor must deliver fully equipped and operated training facilities, including all necessary infrastructure, equipment, and personnel to conduct five mandatory courses: General Shipboard Fire Fighting-SCBA, Shipboard DC/FF Emergency Team Trainer, Advanced Shipboard Fire Fighting, General Shipboard Damage Control Training, and Damage Control Elite Firefighter. The contract is anticipated to be a Firm-Fixed Price Requirements Contract with a six-year ordering period, requiring the contractor to maintain compliance with all applicable federal, state, and local safety codes for live-fire operations while ensuring continuous administrative and operational support throughout the term. The solicitation emphasizes cybersecurity compliance as a mandatory eligibility requirement under DFARS Clause 252.204-7021, mandating that offerors achieve an appropriate Cyberspace Maturity Model Certification (CMMC) level—Level 1, 2, or 3—as verified in the Supplier Performance Risk System at the time of award, particularly for handling Federal Contract Information or Controlled Unclassified Information. Offerors must provide their CAGE code, declare their size status under NAICS code 611519 with a $16.5 million size standard, and indicate any applicable socioeconomic classifications such as 8(a), HUBZone, WOSB, or SDVOSB. Responses are limited to ten pages and must be submitted electronically via email to the Contract Specialist by August 3, 2026. The anticipated evaluation basis is likely Lowest Price Technically Acceptable, with CMMC compliance serving as a pass/fail threshold. Performance is strictly limited to the Seattle, Washington area, with no FOB or delivery terms applicable due to the service nature of the requirement, and no formal payment, invoicing, or inspection criteria are detailed beyond reliance on contractor self-certification and government oversight.

COMBINED SOURCES SOUGHT AND NOTICE OF INTENT TO SOLE SOURCE FOR COMBINED ARMS VIRTUAL ENVIRONMENT TRAINER (CAVE) UPGRADE
Solicitation # N6134026R1047
The Naval Air Warfare Center Training Systems Division (NAWCTSD) has issued a Combined Sources Sought Notice and Notice of Intent to Sole Source for the upgrade of the Combined Arms Virtual Environment Trainer (CAVE) systems. The requirement involves restoring non-mission-capable Portable Lightweight Designator/Rangefinder (PLDR) and Common Laser Range Finder - Integrated Capability (CLRF-IC) targeting assets to a fully operational, calibrated, and deployable status. The scope of work includes full refurbishment of PLDR units and the replacement of internal display mechanisms for CLRF-IC units, followed by baseline operational testing. All work must ensure that lasers are certified to meet original MIL-SPEC eye-safe parameters through specialized optical calibration. The performance will primarily occur at the contractor's facility, with installation and final testing conducted at the Expeditionary Warfare Training Group, Pacific (EWTGPAC) in San Diego, California. The government intends to negotiate a sole-source contract with Battlespace Simulations LLC (BSI) under the authority of FAR 6.302-1 and 10 USC 2304 (c) (1). BSI is identified as the only responsible source because they hold the exclusive proprietary source code, technical data rights, and specialized firmware plug-in configurations required for these tactical units. Additionally, BSI possesses the certified optical calibration chambers necessary for the required alignment and certification. This notice is published for market research purposes to determine if other capable sources exist. Interested parties must submit responses including company details, capabilities, experience, schedule, small business participation, and a rough order of magnitude cost estimate via email by 4:30 PM EST on September 15, 2026. The anticipated period of performance is 60 days following an expected award in September 2026.
