Request for CONTRACTOR CAPABILITY STATEMENT PACKAGE This is a SOURCES SOUGHT NOTICE for Market Research ONLY. NO AWARD will be made from this Sources Sought Notice. This Sources Sought Notice (SSN) is for market research purposes in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 10 and FAR 15.101(d), to determine the availability and technical capabilities of qualified sources. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this notice. National Cemetery Administration Morovis National Cemetery Phase 1B Project Scope In accordance with the master plan for the entire 247.5-acre site, Puerto Rico National Cemetery, Morovis Phase 1 developed approximately 50 acres at the Morovis National Cemetery. The purpose of this Phase 1 project at Morovis National Cemetery was to enable an existing national cemetery to continue to provide burial services for eligible veterans in Puerto Rico. The new Morovis National Cemetery Phase 1A construction provides approximately 10 years of burial capacity (14,050 gravesites), including casket, columbarium, and in-ground cremation sites; two committal shelters; a Public Information Center/Administration building; a Maintenance/Honor Guard building; a Flag Assembly Area; and supporting infrastructure including a main entrance and signage, interior roadways and parking areas, site improvements, utilities, irrigation, and landscaping. Phase 1B project goal is to complete the Phase 1 project by completing new cemetery infrastructure to incorporate: As-Built Survey: An as-built survey of fencing alignment shown in Phase 1A. In addition, an as-built survey of all retention ponds. Landscaping: Landscaping around the ponds. Irrigation System: Complete the irrigation system design, including portions that were removed from the previous phase. Stormwater Pond Liner: Removal and replacement of 9 existing pond liners. New pond liners will have concrete bottoms with a gas venting system. Select roadways, curbs, gutters, and guardrails will be removed and reinstalled to accomplish this work. Pond Fencing: Chain-link fencing around all ponds as a safety barrier, with the exception of Pond 8, which will have ornamental fencing. Perimeter Fencing: Barbed wire fencing will be installed around the perimeter of this cemetery according to the previous fence alignment provided and a new survey performed. A vehicle access gate will be installed at the southwest corner of the site for access to State Road PR-155. Construction Phasing: The project will be divided into 3 phases. A phasing plan to complete the construction activities of Phase 1B will be provided. French Drain: Develop a French drain, 32 meters long, near the entrance of the site. Committal Shelter: Committal Shelter 1 pavers will be removed and reinstalled. Temporary Committal Shelter: The temporary Committal Shelter will be relocated to the maintenance yard at the completion of construction. Construction Trailers: Construction trailers and laydown yard location will be shown, including restoration after construction completion. OPTION: POW/MIA Flag Assembly: Flag assembly to house the POW/MIA flag with concrete slabs, landscaping, and ornamental fencing. There will be a two-year construction duration, with the midpoint set to June 2027. The project will be divided into three phases. Provide evidence of certification. Bonding capacity: Provide a letter from your surety, on surety letterhead, that affirms your company s bonding capacity to furnish a bid bond, payment bond, and performance bond for a project between $10 - $20 Million. Contractor Capability Statement shall include, but not be limited to, the following: Corporate Experience: Provide three (3) projects in the past five (5) years that are valued at approximately $15M or greater in construction costs, and Demonstrate your company s experience in constructing or managing the construction of projects that match the following characteristics: a. VA/NCA National Cemetery projects. (If no national cemetery experiences provide projects similar to regional parks, multiple sports fields complexes, or multi-phased land development projects larger than 10 acres). b. State/local/private cemetery projects. c. Projects requiring the construction of multiple features typical to a National Cemetery, such as tree and shrub placement and maintenance, irrigation systems with mainlines exceeding 4 inches in diameter, irrigation central control systems, roadways, French drains, irrigation ponds, and pavers installation. d. Building construction, building remodel, mass/fine grading & excavation, site utilities, paving, new golf courses or expansions, regional parks, multiple sport-fields complexes, or multi-phased land development projects larger than 10 acres. Describe your experience with as many of the elements of construction identified below as you can: i. Pond Liner System Experience with the installation of pond liner systems. ii. Site Utilities Demonstrate experience with storm water management systems and site drainage for flat sites. iii. Paving Paving projects may include private & local asphalt roads; concrete curb & gutter, asphalt parking lots, and concrete sidewalk, on-site development projects of at least 10 acres. Experience in Puerto Rico or similar climates is preferred but not required. iv. Landscaping Landscaping projects involving planting and lawn installation for cemeteries, parks, golf courses, or other site development projects of at least 10 acres in climates similar to Puerto Rico. v. Irrigation Irrigation system installation for cemetery, park, golf course, or other types of development sites of at least 10 acres. Include experience with irrigation ponds, wells, and pumping systems if you have it. vi. Phasing and Continuity of Operations Demonstrate experience with best practices to successfully complete phased site work at an occupied and functioning facility in a way to minimize noise and dust and minimize detrimental effects on cemetery operations.
