The National Institute of Standards and Technology (NIST) is seeking input on a potential sole source procurement for a tunable laser controller to be used with the Toptica Photonics CTL 1500 laser head. This notice serves as both a sources sought notice and a notice of intent to award a contract exclusively to Toptica Photonics Inc., based on market research conducted between March and November 2024, which identified only one vendor capable of meeting NIST’s technical requirements. The controller must be a fully digital system with 24-bit input resolution, support simultaneous operation of coarse and piezoelectric tuning stages, and feature an interactive screen for selecting operational modes, setting parameters, and visualizing optical resonances during laser tuning. NIST has determined that no other source can currently fulfill these specialized needs under FAR 12.102(a), and the acquisition is classified under NAICS code 334413. Respondents are invited to provide non-proprietary information regarding their ability to meet or exceed the stated specifications, including company details, authorization status, small business status, experience with similar products, and any feedback on whether the requirements are overly restrictive or could be adjusted to encourage broader participation, especially from small businesses. Responses must be submitted via email to the primary and secondary points of contact by the deadline, and must not include confidential or proprietary data. This notice is purely for market research purposes and does not constitute a solicitation, request for quotation, or obligation to award a contract. NIST may use all submitted information to inform future procurement decisions, and no costs incurred by respondents will be reimbursed. Questions must be submitted within four calendar days of the posting date and will be addressed publicly through an amendment.

Title: Tunable Laser Controller

BACKGROUND

***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***

The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a tunable laser controller. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Toptica Photonics Inc. (1120 Pittsford Victor Rd, Pittsford, NY) under the authority of FAR 12.102(a) only one reasonably found source. The North American Industry Classification System (NAICS) code for this acquisition is 334413.

NIST has a need for a tunable laser controller that meets or exceeds the following draft minimum specifications:

The Contractor shall provide one (1) tunable laser controller that meet the following minimum specifications:

Description:  Electronic controller for a Toptica Photonics CTL 1500 laser head

Quantity:  One (1)

Technical Specifications:

The controller must have an interactive screen for selecting operational modes, setting parameters, visualizing optical resonances of an optically interrogated cavity as the laser tunes, and selecting resonances. The controller must be fully digital with 24-bit inputs for the best control resolution. The laser wavelength must be tunable using a coarse motion stage and a piezoelectric motion stage. These tuning methods must be able to operate simultaneously. The controller must support and operate all functions of the current Toptica Photonics CLT 1500 laser head.

NIST conducted market research from March through November of 2024 by attending conferences, speaking with colleagues, performing internet searches, and speaking with vendors to determine what sources could meet NIST’s minimum requirements.  The results of that market research revealed that only Gigahertz-Optiks appears to be capable of meeting NIST’s requirements.

  • For the NAICS code

  • Indicate whether your company is (a) a small business or (b) other than small business.  See the Table of Small Business Size Standards and the associated .pdf download file for small business size standards and additional information.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
