Additionally, offerors must provide proof of being an authorized distributor from the manufacturer, as outlined in the Gray Market Prevention Language attachment. Submission requires company name, point of contact details, tax ID, SAM UEI or DUNS number, indication of ISBEE classification, a capability statement, and manufacturer authorization documentation. Responses are due by July 13, 2026, and failure to meet eligibility criteria or submitting false information may result in legal penalties under federal statutes including 18 U.S.C. 1001 and 31 U.S.C. 3729–3731. Contract performance must maintain ISBEE status throughout the offer submission, award, and performance periods, with immediate notification required to the Contracting Officer if eligibility is ever lost.

The Indian Health Service (IHS), Phoenix Area Office, is conducting market research to identify qualified Indian Small Business Economic Enterprises (ISBEEs) capable of providing secure off-site media destruction and Information Technology Asset Disposition (ITAD) services.
The required services include the secure collection, transportation, chain of custody, data destruction (e.g., shredding, wiping, or degaussing), certified e-waste recycling, and environmentally compliant disposal of end-of-life Government-owned information technology equipment and electronic storage media, including computers, laptops, printers, hard drives, and other electronic devices.
Interested ISBEE vendors shall demonstrate their capability to perform the required services and provide documentation of applicable certifications, qualifications, and experience with secure media destruction, IT asset disposition, and certified electronic waste recycling.
