BACKGROUND


IHS is conducting market research to identify interested and capable vendors in all socioeconomic categories, including Small Business, 8(a), HUBZone, SDVOSB, WOSB, ISBEE/IEE, and other-than-small businesses. Responses from Indian Economic Enterprises are strongly encouraged but all qualified vendors may respond.


Kyle Health Center is a component facility of the Pine Ridge Service Unit; however, the place of performance for this requirement is exclusively Kyle Health Center.

REQUIREMENT DESCRIPTION


The Contractor shall furnish all labor, materials, equipment, transportation, supervision, and incidental services necessary to provide a complete and fully operational ultrasound system, including delivery, installation, configuration, testing, and user training.

Required components include:

The Government has identified the GE LOGIQ E10s as the reference product. Any proposed equal product must clearly demonstrate compliance with all salient characteristics identified in Attachment 1, Salient Characteristics of the Scope of Work.

The Government will provide reasonable access to the facility and coordinate site access, network connectivity support, and PACS coordination as required. Any evaluation of room shielding or facility infrastructure shall be limited to verification activities necessary for installation and shall not constitute construction work unless specifically authorized in writing by the Contracting Officer.


MINIMUM CAPABILITY REQUIREMENTS


Interested firms shall demonstrate capability to:


  1. Provide a GE LOGIQ E10 Ultrasound System or equal meeting required specifications.
  2. Provide installation and configuration services.
  3. Provide on-site clinical training.
  4. Provide warranty support and ongoing service capability.
  5. Provide qualified technical support personnel.
  6. Deliver and complete installation no later than 90 days after award
  7. Support DICOM/PACS integration.
  8. Provide all equipment as new and unused.


OEM AUTHORIZATION REQUIREMENTS


Interested vendors must provide evidence demonstrating they are:


  • An Original Equipment Manufacturer (OEM), OR
  • An OEM-authorized distributor, AND
  • An OEM-authorized service/support provider


Acceptable documentation may include:


  • Manufacturer authorization letter
  • Distributor agreement
  • Service certification documentation
  • OEM support partnership documentation

Failure to provide adequate documentation may result in exclusion from consideration for future solicitation opportunities.

INDIAN ECONOMIC ENTERPRISE REQUIREMENTS


Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) responding to this notice shall identify their eligibility under the Buy Indian Act, 25 U.S.C. § 47, and the implementing regulations at HHSAR Subpart 326.6.


The Government will use responses to determine whether sufficient competition exists among eligible IEE/ISBEE firms to support a Buy Indian set-aside acquisition.


Interested firms shall provide documentation supporting IEE status in accordance with applicable Buy Indian Act requirements.


PAYMENT TERMS


The Government will pay the Contractor a fixed price in arrears, which will constitute full compensation for all Contractor professional and incidental services, travel expenses, and materials necessary to furnish the complete project as required and specified in the Statement of Work.


In accordance with HHSAR 352.232-71, the Contractor shall submit payment requests electronically using the Department of Treasury Invoice Processing Platform (IPP).
