Under this contract, the IDIQ holder shall provide Primary and Secondary Engineering Controls Inspections and Certification Services for the Western States Network Consortium (WSNC) medical facilities. The WSNC is comprised of Veterans Integrated Service Networks (VISNs) 17, 19, 20, 21, and 22.)


a) VISN 17: Texas, Eastern New Mexico.


b) VISN 19: Montana, Wyoming, Eastern Idaho, Eastern Nevada, Utah and Colorado.


c) VISN 20: Oregon, Washington, Idaho and Alaska.


d) VISN 21: Northern California, Nevada, Hawaii Islands, Philippines Islands, Guam and


American Samoa.


e) VISN 22: Southern California, Arizona, New Mexico, Southern Colorado


NOTE: Due to future VA reorganization, VHA facilities under this agreement may be adjusted based on new organizational structure.  Any adjustment will be accomplished through a bilateral modification.



To be considered a responsive and potential source, interested parties shall provide a capabilities statement containing the following information:


1.   Business name, address, point of contact, phone number and email address.


2.   Business size, type, and SAM Unique Identifier Number


3.   Affirmation that the vendor is capable of performing in accordance with the attached


      Requirement Description.


4.   Schedule of Pricing.


5.   Vendors must be able to provide service for a significant portion of the catchment area detailed in the above locations. The vendor shall identify which locations they can service with their existing capabilities.


Additionally, contractors can provide feedback on the attached Requirements Description, which may be considered if a solicitation is posted.
