This sources sought notice from the Department of Defense’s DLA Disposition Services seeks to identify qualified small businesses capable of providing comprehensive hazardous waste management services across South Carolina, with a strict focus on ensuring compliance with small business set-aside requirements under FAR 19.5. The solicitation targets 8(a), HUBZone, woman-owned, and service-disabled veteran-owned small businesses to perform the transportation, storage, treatment, and disposal of a wide range of regulated wastes including RCRA and non-RCRA hazardous materials, PCBs, PFAS-containing wastes like AFFF, compressed gas cylinders, batteries, and demilitarization waste. The work involves specialized services such as sampling, lab packing, rolloff and FRAC tank rentals, industrial cleaning, and expedited removals, all governed by strict DOT, EPA, RCRA, and state regulatory standards. Contractors must use only Treatment, Storage, and Disposal Facilities (TSDFs) pre-approved and listed on DLA’s Qualified Facilities List and must ensure all packaging, labeling, manifesting, and transportation comply with federal and military specifications, including the use of UN-approved containers and proper placarding. The contract is expected to be awarded as a Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) services contract with a 30-month base period and one 30-month option period, subject to a total small business set-aside. A critical requirement is adherence to FAR 52.219-14 Limitations on Subcontracting, with a Class Deviation 2021-O0008 restricting small business contractors from paying more than 50% of the contract value to large business subcontractors—a significant challenge given that nearly all TSDFs in the industry are large entities and disposal costs dominate the contract value. Respondents must submit a three-page capabilities package detailing their small business certification, relevant experience within the last five years, a clear explanation of how they will meet the subcontracting limitation despite the scarcity of small business TSDFs, and a full listing of proposed TSDFs with their classification as similarly situated or not. While large businesses may respond, they are not required to address the subcontracting clause. All submissions must be emailed to the designated point of contact by 5 PM EST on July 23, 2026, with the specified subject line; late submissions will not be accepted. The Government will evaluate responses to determine whether a full and open competition or a small
