SPECIAL NOTICE: Draft A-E SATOC Updated Synopsis for Industry Comment – Space Campus, Al Udeid Air Base, Qatar


1. Purpose


This Special Notice is issued solely to share an updated draft Architect-Engineer (A-E) Single Award Task Order Contract (SATOC) synopsis with industry to solicit feedback, comments, and questions prior to the issuance of the official synopsis. This is a draft document only; it does not constitute an official solicitation, and no SF330s are being requested at this time. The draft synopsis is attached to this notice.


2. Project Overview


The Government intends to procure A-E services for the development of a new Space Campus located at Al Udeid Air Base, Qatar. Anticipated requirements include, but are not limited to: site studies and investigations, master planning, comprehensive design, and construction phase support services.


3. Contract Details

4. Instructions for Submitting Draft Feedback (ProjNet)


Interested firms are encouraged to review the attached draft synopsis and submit comments or questions. To ensure an orderly review process, all feedback must be submitted electronically via the Bidder Inquiry System. Telephone and email inquiries will not be accepted. DO NOT submit draft SF330s or capability statements via ProjNet.


Firms shall submit draft feedback using the online submission platform "Bidder Inquiry through ProjNet" located at https://www.projnet.org/projnet/. To submit draft feedback, users must be currently registered or self-register in the ProjNet system. Firms are requested to submit only one question or comment per entry. Prior to submitting a new entry, firms are also requested to review the Bidder Inquiry System for existing questions, comments, and answers. Once an entry is submitted, firms will receive a system-generated acknowledgement of their submission via email.


All inquiries and comments should be provided by the response date specified. While the ProjNet inquiry system will remain open, any feedback received after this date may not be considered or incorporated into the final synopsis. The Bidder Inquiry Key: U27SPM-M33AJ9.


5. ProjNet Access Instructions


Instructions for Initial ProjNet Registration and Access:


  1. From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen.
  2. Identify the Agency as USACE.
  3. Key: Enter the Bidder Inquiry Key listed above.
  4. Email: Enter the email address you would like to use for communication.
  5. Click Continue. A page will then open saying that a user account was not found and will ask you to create one using the provided form.
  6. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system.
  7. Select Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system.

Instructions for Future ProjNet Access:


  1. For future access to ProjNet, you will not be emailed any type of password. You will utilize your Secret Question and Secret Answer to log in.
  2. From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen.
  3. Identify the Agency as USACE.
  4. Key: Enter the Bidder Inquiry Key listed above.
  5. Email: Enter the email address used to register previously in ProjNet.
  6. Select Continue. A page will open asking you to enter the answer to your Secret Question.
  7. Enter your Secret Answer and click Login. Once this is completed you are now logged into the system. From this page you may view all bidder inquiries or add an inquiry.
