Yucca Trail Widening Project – Palomar Avenue To La Contenta Road
Solicitation # 7074
The Town of Yucca Valley is soliciting professional civil engineering design services for the Yucca Trail Widening Project, located between Palomar/Avalon Avenue and La Contenta Road in Yucca Valley, California. The selected contractor will be responsible for creating a comprehensive Plans, Specifications, and Engineer's Estimates package, which includes street improvement, signing, striping, and streetlight plans, as well as final cost estimates and record drawings. The scope requires the consultant to evaluate the project for safety, constructability, utility conflicts, right-of-way constraints, and ADA compliance, utilizing the latest version of AutoCAD and adhering to the Standard Specifications for Public Works Construction and Town driveway standards. The agreement is for an initial term of two years, with a possible two-year extension upon mutual consent. Proposals must be submitted in two separate sealed envelopes by December 3, 2026, with the technical proposal limited to ten pages. Evaluation criteria include the service approach, company qualifications, past performance, proximity of the contractor's office, and the ability to commence work immediately. Compensation will be negotiated after the contractor is selected, and the Town aims to process undisputed monthly invoices within forty-five days. While the contractor must provide worker's compensation and indemnity insurance, it is noted that California prevailing wage laws do not apply to this specific agreement.

Task order HQ0727-16-D-0001CET18-817, issued by the Defense Microelectronics Activity under the Department of Defense, provides for the limited production of eleven Fourth Generation Special Mission Processors (SMP-9) for AC-130J Gunship III aircraft. Valued at 3,243,000 dollars, this procurement aims to improve the Dash-7 Configured Special Mission Processors and address critical diminishing supply challenges. The contract was awarded as a sole-source action to Lockheed Martin under the ATSP3 IDIQ contract. This procurement method was justified because Lockheed Martin holds limited and restricted intellectual property rights to the data and software from prior development efforts, making them the only supplier capable of fulfilling the requirement without necessitating a full product redesign.

Full Description

The purpose of this task order is to improve the Dash-7 Configured Special Mission Processors developed under CET 16-669. In addition, CET 18-817 (like CETs 15-537 and 16-669 before) addresses significant Diminishing Supply Challenges. Due to the intellectual property Lockheed holds for the data and software on prior development efforts (Limited and Restricted rights), LM is the sole source supplier without having to do a full -product redesign.

Altium Server and Licenses
Solicitation # HQ072727QMH03
The Defense Microelectronics Activity is soliciting a firm-fixed-price contract under solicitation HQ072727QMH03 to upgrade its existing Altium license suite to Altium Enterprise and install an on-premises Enterprise server. This initiative aims to provide critical military design capabilities, including version control, configuration management, and component life-cycle management. The scope of work requires the installation and functional validation of the server by March 31, 2027, ensuring successful connection to a high availability SQL database cluster endpoint and a designated HA file share network path. Additionally, the contractor must demonstrate software interoperability, specifically with Solidworks Professional, and potentially with Keysight ADS, CST Antenna Magus, and PCB Doctor. The contract structure consists of a base period for the server installation and an initial four-month upgrade of 16 licenses, followed by three optional one-year renewal periods for 20 Altium Enterprise licenses extending through April 12, 2030. Award will be based on the best value, with price as the sole evaluation factor. Quotes are due by November 4, 2026, to Contracting Officer Mike Hallock. The procurement is justified as a sole source due to the proprietary nature of the software and the need to avoid incompatibility risks with existing PCB design tools.
