The Government is facilitating a second round of questions and answers for the Surface Mine Countermeasure Unmanned Undersea Vehicle (SMCM UUV) solicitation N61331-09-R-0002 to clarify unclassified requirements before proposals are due. Offerors can electronically submit written questions by emailing the designated Contract Specialist, Marlene Davidson, with all inquiries needing to be received by close of business on October 9, 2009, to ensure timely responses before the proposal submission deadline of November 23, 2009. Only electronically submitted questions will be answered, and classified inquiries must follow a separate submission process coordinated through Rex Lawrence. While questions are accepted until the solicitation closes, late queries may not be addressed in time, nor will they necessarily result in an extension of the proposal due date. The issued responses along with questions will be distributed electronically to all offerors to maintain transparency. Each question should clearly cite the document name, date, specific page, paragraph, or clause requiring clarification. Guidance for submitting questions is outlined in Section L, Subsection 1.0 of the original RFP N61331-09-R-0002. The solicitation is managed by the Naval Surface Warfare Center, Department of Defense, based in Panama City Beach, Florida. This process supports the continued development and demonstration of the SMCM UUV system through a structured Q&A framework designed to assist offerors in preparing accurate and responsive proposals.
