The Department of Energy plans to award a sole source, firm-fixed price contract to PFC Energy for a one-year period to provide subscription services that deliver critical insights into global oil and natural gas markets. This contract will support the Office of Policy Analysis within the Office of Policy and International Affairs by granting access to PFC Energy’s comprehensive data, analysis, and publications related to key companies and countries in the energy sector. The subscription includes not only detailed reports but also conference calls and direct communication opportunities with PFC Energy analysts. PFC Energy’s 27 years of exclusive focus on the energy sector, along with their proprietary models and databases, make them uniquely qualified to fulfill the agency’s needs, particularly given their specialization in detailed country and company-level analysis. This sole source justification is based on the fact that PFC Energy is considered the only responsible source capable of meeting the DOE’s requirements, in accordance with the Competition in Contracting Act. No solicitation for competitive proposals is issued, but the DOE invites other firms who believe they can meet the requirement to submit capability statements and pricing information by a specified deadline. These submissions will be reviewed solely to determine if future competition is warranted. The evaluation will consider organizational and staff capabilities along with relevant past performance. The government retains full discretion on whether to proceed with competitive procurement based on the responses received.

Solicitation # FA238424S2233
The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace.
