1. OVERVIEW & PURPOSE:
The Department of War (DoW), on behalf of the 338th Enterprise Sourcing Squadron (338 ESS/PKBB) and the US Air Force Security Assistance Training (AFSAT) squadron, is conducting market research to identify capable sources (large and small businesses) able to provide specialized test pilot and flight test engineer training. 


This is a Sources Sought Notice for planning and market research purposes only in accordance with FAR Part 10; it does not constitute a Request for Proposal (RFP) or a promise to issue a solicitation.


2. SUMMARY OF REQUIREMENTS:
The Government is seeking industry capability to provide comprehensive flight test curricula, including:
- Long-course professional test pilot programs (e.g., EASA Cat 1/Cat 2, NATO STANAG 4578 / SETP-compliant).
- Performance & Flying Qualities, Systems Testing, and UAV/Unmanned Systems testing.
- Modular short courses (UPRT, Spin Training, OT&E, NVG/HMD, Pre-TPS, CRM).
- Degree-granting collegiate accreditation (e.g., WSCUC), ABET-accredited Master of Science integration, EASA Approved Training Organization (ATO) status, and FAA Part 141 Air Agency certification.
