The contract is for speech-language therapy services to be provided at Kaibeto Boarding School in Kaibeto, Arizona, under a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside, designated under NAICS Code 621340. The requirement is for a licensed speech-language therapist to deliver services to 12 identified students in compliance with the Individuals with Disabilities Education Act and 34 CFR § 300.323, including participation in IEP meetings, development and input of IEP goals into NASIS, student assessments, and consistent documentation of daily student files, monthly IEP objectives, progress reports, and service logs. The base performance period begins August 1, 2026, and extends through July 31, 2027, with four one-year option periods available, each requiring 264 hours of service annually, and the total contract duration, including options, cannot exceed five years. The contract operates under a firm fixed-price model encompassing all labor, travel, taxes, and associated costs, with payment terms net 15 days after invoice submission via the U.S. Treasury’s Internet Payment Platform system, which must exclude any personally identifiable or health information. The contractor must be a certified Indian Economic Enterprise as defined in DIAR Part 1480, registered in SAM.gov with current UEI, CAGE code, and tax ID, and must maintain IEE status throughout the entire contract term.
