The Spirit G-Z Stewardship IRSC contract, issued by the USDA Forest Service under permanent stewardship authority, aims to facilitate large-scale forest restoration across the Plumas National Forest, encompassing multiple ranger districts near communities such as Quincy, Portola, and Graeagle in California. The contract, which falls under NAICS code 115310 for Forestry Support Services, is designed to be awarded through full and open competition with a firm fixed-price commercial services structure. The work focuses on reducing conifer encroachment, stand density, fuel loading, and ladder fuels to improve forest health and reduce wildfire risks. Contractors will be responsible for detailed planning, including logging plans, road analyses, and silvicultural prescriptions, followed by execution of timber removal and necessary road maintenance across several treatment areas, with performance required to be completed by December 31, 2031. The project includes a phased approach beginning with acceptance of a detailed implementation plan and proceeding through on-the-ground treatment and timber harvest operations. Specific project details, including exact treatment acres and timber volume, will be refined during contract execution using a stepladder pricing format that allows the government flexibility in pricing based on task complexity. A presolicitation site visit is scheduled for August 1, 2023, to provide potential contractors with operational insights, and the solicitation with complete documentation is expected to be released around September 7, 2023.
