In accordance with Library of Congress Federal Acquisition Regulation Supplement (LCFARS) LC06.305(a), Federal Acquisition Regulation (FAR) FAR 5.203(a), and FAR 12.204(b), a copy of this Justification and Approval (J&A) is being posted on SAM.gov for a reasonable time for commercial items, before entering into negotiations.


In summary, it is the Library of Congress' (Library's) intent to award a contract directly to Squirro Americas Inc | UEI: TE16TCC46SX7. 


The Contractor shall deliver the following products and services: 


  1. Squirro Cognitive Search including the Insight Engine and AI Studio (or latest compatible upgrade thereof) supporting a maximum of 10,000 possible users or not more than 50,000 searches per month;
  2. Amazon Web Service (AWS) Hosting (continuation of existing services), and
  3. Operational Support.
