SR 70 Binney Junction Roadway Rehabilitation and Complete Streets Project

The State Route 70 Binney Junction Roadway Rehabilitation and Complete Streets Project, managed by Caltrans District 3 in Marysville, Yuba County, involves extensive roadway and flood control infrastructure improvements. A critical component of this project is the relocation of a refined petroleum pipeline under Permit No. 3283-4, which is part of the broader work authorized under Permit No. 19755. The scope includes abandoning an existing pipeline in place within the floodway and beneath the levee and Union Pacific Railroad lines, while installing a new 8-inch pressurized welded steel pipeline. This installation will utilize the open-cut method along the waterside edge of the relocated railroad line and boring techniques to pass beneath the levee and adjacent railroad tracks. The project is situated along the waterside and landslide embankments of the Simmerly Slough levee near the intersection of State Route 70, extending from south of 14th Street to north of Cemetery Road. Comprehensive construction activities include levee setbacks, the installation of cutoff walls and pump stations, roadway realignment, railroad track relocation, and the construction of a new levee crown access ramp. The Central Valley Flood Protection Board has issued Notices of Determination for both the specific pipeline relocation and the overall project, concluding that the work will not have significant environmental effects within its jurisdiction based on an Environmental Impact Report. All work is conducted in accordance with the California Code of Regulations regarding adopted plans of flood control.
