SR 70 Binney Junction Roadway Rehabilitation and Complete Streets Project

The project involves the relocation of an existing refined petroleum pipeline as part of the California Department of Transportation’s State Route 70 Binney Junction Roadway Rehabilitation and Complete Streets Project, approved under Permit No. 19755 and governed by California Code of Regulations Title 23 Article 3 Section 6. The existing pipeline, previously permitted under Board Permits 3823 through 3823-3, will be abandoned in place within the floodway and beneath both the levee and Union Pacific Railroad lines 684 and 685, with sections between the levee and UPRR 685 and south of UPRR 685 being removed. Santa Fe Pacific Pipelines, Inc. will install a new 8-inch pressurized welded steel pipeline using the open-cut method, beginning at the northern waterside edge of UPRR 684 and running along the waterside edge of the relocated UPRR 684 line until it reaches the levee, where it will be bored beneath the levee and adjacent UPRR 685 before surfacing on the landside of UPRR 685. This work is integrated with broader infrastructure improvements including the realignment of SR 70, construction of a setback levee, installation of cutoff walls and a pump station, replacement of floodgates and drainage systems, reconstruction of the Marysville and Binney Junction underpass, and relocation of Union Pacific Railroad tracks using placed fill. The project site is located in Marysville, Yuba County, California, with environmental compliance assured through a completed Environmental Impact Report under CEQA, with no mitigation monitoring plan required. All activities are under the oversight of Caltrans District 3 and the Central Valley Flood Protection Board. Public access to the Environmental Impact Report and administrative record is available through the State Clearinghouse and the CEQA.net project portal. No federal contract clauses, pricing details, delivery schedules, packaging requirements, inspection protocols beyond regulatory compliance, or acquisition-specific terms were included in the documentation, indicating this is a state-managed infrastructure project governed by California environmental and flood control regulations without federal procurement structures.
