The acquisition is exclusively set aside for small businesses, with a size standard of $22 million under NAICS code 561720, and all responsible small business concerns are eligible to submit quotations. The contract is structured as a firm-fixed-price award with a one-year base period from August 1, 2026, to July 31, 2027, and four optional one-year renewal periods, allowing for a total potential duration of up to five years. Performance is evaluated against clearly defined Acceptable Quality Levels—100% for trash removal, 98% for restroom sanitation, and 95% for floor and glass cleaning—with quality surveillance conducted through random sampling and 100% inspection methods as outlined in the Quality Assurance Surveillance Plan. The government will assess proposals based on technical approach and past performance as pass/fail gates, with award going to the highest technically rated offeror only if pricing is determined fair and reasonable.
