Stage 2 - Road Safety Mitigations & Paving, Jasper National Park

Parks Canada Agency is seeking qualified contractors for a two-stage solicitation process to perform post-wildfire roadway repairs and safety mitigations in Jasper National Park, Alberta. The scope of work includes road repairs and repaving, culvert maintenance or replacement, guardrail installation or replacement, ditching and erosion control, regulatory traffic signage replacement, and debris removal across several park roads such as Highway 93A, Marmot Basin Road, Edith Cavell Road, Maligne Road, and Skytram Road. The project is valued between $2.5 million and $5 million, excluding taxes, and must be completed by October 31, 2026. This solicitation will first evaluate bidders' qualifications, with successful candidates invited to submit a financial bid and further qualifications in the second stage. The prequalification list will expire within 180 days or after contract award and will not be reused in other solicitations. Bids must be submitted via fax or email to specific addresses provided by Parks Canada; submissions via courier, in-person, SAP Ariba, or any other emails will not be accepted. The maximum email size is 15 MB, and bidders should carefully manage file sizes, possibly sending multiple separate emails if necessary. The process includes an Indigenous Participation Plan and a two-envelope tender in the second stage. Questions must be submitted in writing at least five business days before the closing date. All work must comply with the National Park Act and associated regulations. Interested parties can retrieve solicitation documents from the Government of Canada's tendering service, and partner subcontractors may be listed under the designated section to encourage collaboration. The contract award notice will be posted publicly, but a list of pre-qualified bidders will not be released.
