Stage 2 - Road Safety Mitigations & Paving, Jasper National Park

The Parks Canada Agency is seeking a qualified contractor to perform post-wildfire roadway repairs and safety mitigations within Jasper National Park, with all work required to be completed by September 30, 2026. The scope encompasses roadway repaving, culvert cleanouts or replacements, guardrail installations or replacements, ditching and erosion control, regulatory traffic signage replacements, and debris removal across designated routes including Highway 93A, Marmot Basin Road, Edith Cavell Road, Maligne Road, and Skytram Road. This solicitation represents Stage Two of a two-stage process, with only suppliers who successfully passed Stage One’s mandatory qualification criteria being invited to bid. Required qualifications include experience as a prime contractor on road rehabilitation projects valued at no less than $1,000,000 CAD, provision of verifiable client references, and full compliance with all mandatory prequalification requirements. The award will be based on a lowest price technically acceptable approach, where the lowest responsive bid meeting all technical and compliance standards will be selected. Contractors must adhere to the General Conditions and Clauses from the Standard Acquisition Clauses and Conditions Manual, including provisions on contract administration, execution and control of work, protective measures, payment terms, delays and changes, default and termination, dispute resolution, contract security, and insurance. Insurance must be maintained throughout the contract term from a Canadian-licensed insurer, and the contractor must hold a valid security clearance as required under Supplementary Conditions; failure to meet this will render the bid non-compliant. Personnel, including subcontractors, must possess appropriate security clearances and comply with site safety protocols, including mandatory personal protective equipment. Bids must be submitted via email to the designated contracting officer by the deadline of June 23, 2026, at 4:00 PM MDT, and only Canadian contractors or those from recognized trading partners are eligible. The contract incorporates integrity provisions, conflict of interest clauses, and a code of conduct for procurement, with all communications restricted to the official point of contact only. Documentation requirements include the combined price form, integrity provisions, certificate of insurance, and attestation form, all of which must be properly completed and submitted as part of the bid package alongside drawings, specifications, and the bid and acceptance form.
