The maximum email size is 15 megabytes, and bidders must ensure the total email including attachments does not exceed this limit, with oversized bids to be split into multiple labeled emails indicating total parts. Email links to documents are prohibited; all bids must be sent as attachments. This is a two-stage process: Stage One evaluates bidder qualifications only, and qualified suppliers will be invited to Stage Two, which includes a Two-Envelope Invitation to Tender with an Indigenous Participation Plan and financial bid component. The qualification list expires 180 days after Stage One closes or upon Stage Two award, whichever comes first, and will not be reused. No list of qualified bidders will be published; only the Stage Two award notice will be posted on Canada Buys. Bidders must provide supporting documents including a Certificate of Insurance, Bid Bond, Performance Bond, Labour and Material Payment Bond, and Contractor Performance Evaluation Report, all as attachments. The work involves repairing damage from an atmospheric river event, restoring the climbing lane and drainage infrastructure to ensure safety and stability, with a contract value estimated between $2,500,001 and $5,000,000, taxes extra. Completion is required no later than September 30, 2026. Technical and contractual inquiries must be submitted in writing at least five business days before the closing date of June 18, 2026, at 4:00 PM. All work must comply with the National Park Act and applicable federal and provincial laws. Bidders must obtain documents only from the official Canada Buys portal and may submit bids in either English or French. Security clearance is mandatory for all personnel and locations involved, with failure to meet this requirement resulting in bid rejection. The contract is governed by Canadian Standard Acquisition Clauses and Conditions, with no U.S. FAR clauses applicable. Payment and invoicing details, accounting codes, and procurement officer identities are not specified, but vendors must register for direct deposit.
