Consultants will be paid through the “project delivery” allocation of the SHIP funds. 1. SHIP services shall include regular housing specialist services for rehabilitation projects. Services shall include project delivery as follows: holding program orientation, assistance during the income qualification and readiness process, contract signings, writing mortgage and note for each project and follow through with signature and recordings, writing scope of work for each project, contractor’s walk through meetings, developing bid documents, monitoring and inspecting each project from initial stages to completion and payment, reviewing and recommending change orders, reviewing and addressing any homeowner complaints or contractor/homeowner disputes, technical assistance with purchase assistance, closings and recommending appropriate responses or actions for County approval. 2. SHIP services shall include regular housing specialist services for down payment assistance.
