STATEWIDE VISION SCREENING DATA COLLECTION INITIATIVE

The Texas Education Agency, in collaboration with the Texas Department of State Health Services, is seeking a commercial-off-the-shelf Software-as-a-Service solution to centralize and modernize the collection and reporting of student vision screening data across Texas, as mandated by HB 2 of the 89th Legislature. The initiative requires a fully functional, offline-capable platform that supports rapid data entry, integrates with existing state systems including TEAL, TREX, TSDS, and CHRS, and meets all mandatory screening and reporting rules under VHSS guidelines. The solution must be launched statewide by August 2027 using Agile methodologies, with detailed project management controls including risk registers, change management, and a governance model, all delivered in monthly sprint cycles tied to milestone-based payments. The contract is fixed-price, covering a one-time system setup and configuration, integration, training, documentation, and an annual license for up to 40,000 users, with all costs including hosting, maintenance, upgrades, and standard support bundled into the per-user fee. The contractor must comply with stringent state and federal regulations, including FERPA, HIPAA, and the Texas Risk and Authorization Management Program (TX-RAMP), with all data required to remain within the continental United States and no offshore access permitted. Security protocols mandate vulnerability and penetration testing, background checks for all personnel, and compliance with LEA fingerprinting requirements. Insurance coverage must meet minimum thresholds for workers compensation, employers liability, and commercial general liability. The vendor must demonstrate financial viability through audited or reviewed financial statements, provide three relevant references completed within the last five years, and maintain good standing with TEA, as disqualification occurs for any prior D or F performance ratings or current default status. All submissions must be made electronically via the Euna Procurement (Bonfire) portal by July 20, 2026, and include required attachments covering project methodology, task planning, pricing, conflict of interest, information security, data center infrastructure, and a requirements traceability matrix. The contract is governed by Texas law with venue restricted to Travis County, and all deliverables require written TEA approval before payment, with invoices due within 45 days of contract end and data sanitization completed within 30 days of termination or expiration. Public records are subject to the Texas Public Information Act, and the contractor must ensure full compliance with the Americans with Disabilities Act and prohibition of human trafficking under Texas law.
