The contract involves the removal and replacement of ten exterior doors and frames at the UPH and Main Buildings of the U.S. Coast Guard Station Atlantic City. The contractor is required to provide all labor, materials, equipment, and supervision necessary to complete this work in accordance with the detailed specifications in the Scope of Work. The doors must be exterior-grade hollow metal, specifically fabricated from 316 stainless steel coated to withstand weather and corrosion, with all hardware matching this corrosion-resistant standard. Of the ten doors, two will be fitted with push-button locks (Kaba Simplex Series), while the remaining doors will use lever locksets with BEST 7-pin cylinders, cylindrical in design. Fire rating for glazing is not required, and one exit-only door will feature a blank back plate instead of a lockset. All doors and finishes must match existing materials and designs, complying with State Historic Preservation Office approvals and maintaining a clean, professional finish that accounts for existing damages around door surrounds, including drywall and paint repairs. This firm-fixed price contract is a total small business set-aside under NAICS code 236220 and must comply with multiple federal regulations including OSHA safety standards, the Buy American Act, and EPA waste disposal rules. Work is to be completed within a 90-day performance period after notice to proceed, although lead times for specialized doors may affect scheduling. The contractor is responsible for field verification, site safety protocols including lockout/tag-out procedures, and debris disposal. Security provisions restrict personnel access and require key personnel background submissions and clear vehicle marking. Inspections and acceptance will be conducted by government representatives based on compliance with the contract requirements. Award will be made on a lowest-price technically acceptable basis, evaluating offers for technical acceptability and then selecting the lowest-priced qualified bidder. Invoicing will be electronic through the Invoice Processing Platform. Overall, the contract emphasizes corrosion resistance, historic compliance, security, and quality workmanship for durable, weatherproof door replacements at a strategic federal facility.

6/9/2026  -  Question 2: The solicitation submission date has changed from the original SF1442 issue date, but we have not seen any revision or addendum. Do we still use the same form?

Answer 2:  An SF-1442 "Extension Doc" can be submited with revised proposals. You can find that Extension Doc in the attachments section. Again, if there are NO CHANGES to previous accepted proposals, no resubmission is required.

6/9/2026  -  Question 1: Do we need to resubmit our proposal to you?

Answer 1:   If you see fit to adjust your proposal with the clarification posted that you believe makes it more competitive, you may. If this clarification doesn’t change your proposal, then no action is needed on your end and all proposals received will be reviewed after this extended closing date.

6/8/2026 - Question:  Can you please verify what changes or updates have been made to the SOW, as the description has not changed and no new documents have been added? I look forward to the update. Thank you

Answer: There is no change to the SOW, a clarification on the Q&A section where it was stated the government expected stainless steel doors. That specification has been removed and stainless steel doors are not the only acceptable type. Steel doors with weather proof coating is the requirement.

  1. As per the SOW, 3.e exterior grade hollow metal doors are to be provided giving mention to consideration for exterior use and corrosion resistance but does not provide clear specification on the desired product. Does the government intend to receive grade 316 stainless steel doors, marine-grade powder coated doors, aluminum doors, or galvanized/zinc-coated steel doors?  Answer: 316 stainless steel coated for weather.

  1. In coordination with the previous question, is it desired for all hardware to be 316 stainless steel where applicable to resist corrosion? Answer: Yes

  1. As per SOW, 3.f it is requested to provide new push-button door locks handles at all 10 door locations. It was noted at the site visit that this is desired only at two (2) locations. Can you please confirm if all doors shall receive the Kaba Simplex Series locks or only the two? Answer: Two push button style locks

    1. If only the two locks, can you please confirm all others should be a lever lockset with BEST 7-Pin cylinders to match existing?  Answer: All other will be lever lock 7-pin to match what is existing
    2. Should locksets be mortised lockset or cylindrical? Answer: Cylindrical
    3. Does the government wish to have the northern door at the UPH housing with a lever lockset or blank plate as requested at the site visit? Answer: Blank back plate. Door is exit only

  1. As per SOW, 3.i, no fire rating was provided for the various doors, does the glazing require a 45-minute fire rating? Answer: no

  1. It was noted at the site visit that State Historic Preservation Office (SHPO) approvals were required for this project, will any documentation or coordination with SHPO be required from the contractor? Answer: Proposed materials and doors will be reviewed for compliance with SHIPO. During the site visit it was specified that all doors require to be similar or match what is being replaced.

  1. What will be the limitations of repair around the doors? Answer: It was noted at the site visit there are existing conditions presenting with considerable damage to walls, floors, and surrounds. Clean professional finish. Some require drywall repairs around the frames. Wall finish(paint) is required. Corner to corner of wall.

    1. Will limitations be only to that which is damaged by the replacement of the door? Answer: All doors and finishes are required within reason for the project.

  1. The SOW currently provides a 90-day performance period from the notice to proceed. Dependent upon the RFI for the type of doors desired, lead times could by themselves exceed this period of performance timeline. Can the POP be extended to allow for material lead times? Answer: I am unable to answer this question as I am not on that level in this process.

  1. Is there currently existing attic stock for the new exterior siding installed for use in repairs around the doors that would be available for use? Answer: The unit does have spare siding. Unit does not have the trim

Provide all labor, materials, equipment, and supervision necessary to remove and replace all ten (10) existing exterior doors and frames on the UPH and Main Buildings at USCG Station Atlantic City. Details contained within the Scope of Work labeled "SOW STA Atlantic City door replacement".
