Strategy to Advance Flood Protection, Ecosystems and Recreation along San Francisco (SAFER) Bay Project, East Palo Alto and Menlo Park, San Mateo County

The Strategy to Advance Flood Protection, Ecosystems and Recreation (SAFER) Bay Project is a comprehensive initiative led by the San Francisquito Creek Joint Powers Authority to mitigate risks from tidal flooding and sea level rise in San Mateo County. Spanning approximately seven miles of shoreline across East Palo Alto, Menlo Park, and Redwood City, the project focuses on constructing engineered shoreline protection features and habitat improvements. Key objectives include protecting critical infrastructure, such as the Cooley Landing and PG&E Ravenswood substations, while restoring 568 acres of tidal marsh and enhancing 436 acres of managed ponds to improve local ecosystems and public recreational opportunities. The project is governed by strict environmental and safety standards, including compliance with the California Environmental Quality Act and the State of California Sea Level Rise Guidance. Technical requirements mandate the implementation of site-specific health and safety plans adhering to OSHA and Cal/OSHA regulations, as well as a rigorous Soil Management Plan for handling contaminated materials. Quality assurance for levee materials is managed through the South Bay Salt Ponds Master QAPP, and all installations must meet National Marine Fisheries Service fish screening criteria. Maintenance responsibilities are shared among SFCJPA member agencies, existing landowners for public trails, and the Don Edwards San Francisco Bay National Wildlife Refuge for restoration areas.
