Supply, Delivery and/or Installation of Acoustic Panels

The Office of the Auditor General of Canada is seeking to procure between 4,000 and 5,000 square feet of P.E.T. acoustic panels for installation in approximately 96 rooms at its Ottawa location, with optional on-site installation services to enhance acoustic performance and aesthetics as part of its FLEX fit-up initiative. Bids must be submitted electronically via email to suppliers@oag-bvg.gc.ca by May 28, 2026, with no paper submissions accepted. The requirement is open to Canadian suppliers only, with eligibility criteria aligned with the Canadian Free Trade Agreement and the Canada-Korea Free Trade Agreement. Offerors must demonstrate proven experience in on-site installation of similar products within the past five years, with points awarded based on the number of completed projects. The evaluation is a trade-off process, weighing 70 percent technical merit and 30 percent price, with award going to the highest-combined-score compliant offer. Technical specifications require panels to be manufactured in Canada with at least 50 percent recycled content, a minimum thickness of 10 mm, a Noise Reduction Coefficient of 0.4 or higher certified per ASTM C423, compliance with UL 2818 for low VOC emissions, adherence to CAN/ULC-S102-10 for fire resistance, and full recyclability at end-of-life. All products must be new and conform to the latest applicable specifications as of the bid deadline. Delivery must be made under DDP terms to 235 Queen Street, Ottawa, with completion required no later than September 30, 2026. Packaging must meet federal green procurement standards: it must be reusable, returnable, or recyclable, with minimal plastic use, though packaging tape is excluded until viable alternatives are available. Invoices must be submitted electronically to Finance@oag-bvg.gc.ca and include required financial codes, though specific Treasury Account Symbols or Activity Address Codes are not provided. The Government retains sole authority for inspection and acceptance at the delivery or installation site, and non-conforming work must be corrected at no cost to Canada. Suppliers must self-certify compliance with anti-forced labor provisions, international sanctions, code of conduct, and record retention obligations. Indigenous suppliers may self-identify for inclusion under the Procurement Strategy for Indigenous Business, but no UEI, CAGE, size, or socioeconomic certifications beyond this are required. No security, key personnel, or contract option requirements apply.
