Use Permit Application No. PLN2025-0111 - Pacific Coast Commodities

Solicitation # PLN2025-0111

The applicant seeks approval to establish a multi-phase nut processing facility on a 9.35-acre parcel zoned for general agriculture, utilizing existing unpermitted structures to shell, size, sort, bulk package, and store almonds, walnuts, cashews, pistachios, and macadamias sourced from local growers and shellers. Phase 1 involves repurposing three barns totaling 116,010 square feet, along with an 8,650-square-foot building for offices and breakroom, a 3,032-square-foot shade structure, a 1,764-square-foot agricultural storage building, and a 7,000-square-foot pole barn for truck loading and unloading. All existing structures require building permits and must comply with new conditions including sprinkler installation and change of occupancy approvals. Eight additional parking spaces will be marked to bring the total to 23, while the site’s existing private well, septic system, and two driveways off Faith Home Road will continue to serve the facility. Stormwater is managed through an on-site drainage basin, and the property remains under a Williamson Act contract until December 31, 2028, despite a non-renewal filing. Phase 2 entails constructing two new utility buildings totaling over 20,000 square feet for equipment storage and tree nut fumigation, to be initiated within a year of Phase 1 completion. Operations will continue year-round with two shifts from 5:00 a.m. to 12 a.m., Monday through Friday, supporting up to 25 full-time and one part-time employee, with a maximum of 20 workers on the morning shift. The facility anticipates no more than one to two truck trips per day, totaling seven weekly. No new fencing, landscaping, or signage is planned. The project follows a previously approved but expired use permit from 2020 that never fulfilled its conditions; the current application reflects expanded on-site infrastructure and a renewed proposal under the same operator, Pacific Coast Commodities, with the planning department actively reviewing the compliance, environmental, and zoning implications of reintroducing and expanding this type of operation on the same site.
