AI Contract Overview
This contract, identified by solicitation number 12318726Q0141, is a Total Small Business Set-Aside under NAICS code 561320 for Temporary Help Services, issued by the USDA Forest Service for the Weber Basin Job Corps program. The purpose is to provide on-demand center support services to address staffing shortages, with specific requirement to fill three Social Services Assistant positions, one Cook position, and one Maintenance Worker position, each for 1,040 hours annually over a 12-month base period from August 1, 2026, through July 31, 2027. The Government will fund only the first six months of the base period at award, with the remaining six months subject to future funding adjustments via modification. A six-month extension under FAR 52.217-8 may be exercised at the Government’s sole discretion, and offerors must pre-price this option for evaluation. The contract is firm-fixed-price, and technical capability is the dominant evaluation factor over price, with a best-value tradeoff approach used for award; past performance must be rated Acceptable or Neutral and pricing must be determined fair and reasonable to pass mandatory gates. Performance is governed by a Performance Work Statement and accompanying Quality Assurance Surveillance Plan that require high standards for staffing fill rates, 98% availability of resources and equipment, and credentialed backup coverage for extended absences. Surveillance methods include periodic inspections, customer feedback, random sampling, 100% inspection for critical tasks, and customer complaints, with zero tolerance for deviations in safety-critical areas. The Contractor must maintain current, valid licenses for all personnel, appoint a single quality control point-of-contact to serve as the central communication channel with the Contracting Officer and Contracting Officer’s Representative, and implement a Quality Control Plan that supports audit readiness. All personnel requiring access to Job Corps sites or federal information systems must undergo USDA Security Center background investigations at the Contractor’s expense, and must comply with federal privacy laws including HIPAA and the Privacy Act. The Contractor is responsible for obtaining all necessary licenses and permits, insuring against malpractice as required by purchase order specifics, and adhering to civil rights and non-discrimination requirements. Proposals are due by July 15, 2026, at 2:00 PM EST and must be emailed to Darlene Chase at Darlene.Chase@usda.gov, with prices held firm for 90

The purpose of this contract is to provide the Centers Support Services. Student enrollment and outcomes for each center are affected by recruitment and attrition rates, labor market conditions, trends in provider burnout and engagement, and other factors. This has led to supply and demand imbalances that are sensitive to subtle shifts in policies and organizational priorities, variability of critical staffing needs across time and geography, and the need for expanded utilization of support services.
