Explosive Trace Detection (ETD) Qualified Products List (QPL)
Solicitation # 70T04026QPL7672ETD001
The Transportation Security Administration is establishing a qualification process under FAR 9.202 to add desktop Explosive Trace Detection systems to its Qualified Products List. This initiative seeks Original Equipment Manufacturers that can provide systems meeting TSA Detection Standards 5.0, 6.2, or 6.3 and the Functional Requirements Document Version 2.0. The process is designed to ensure that technology used by Transportation Security Officers to screen passengers and baggage is effective and secure. Successful applicants must undergo a multi-step evaluation involving the submission of Certification Data Packages and Qualification Data Packages, followed by rigorous testing at the Transportation Security Laboratory and various field sites. Participation requires strict adherence to security protocols, including vetting for Secret level security clearances and the execution of non-disclosure agreements via TSA Form 2815 and DHS Form 11000-6 for access to Sensitive Security Information. Technical requirements include compliance with IT security standards, STIX compatibility, and the Buy American Act. While the QPL remains open until closed by the agency, specific milestones are mandated, such as the submission of Certification Data Packages by April 30, 2027. It is explicitly noted that successful qualification and placement on the list do not guarantee a contract award, as procurement decisions are made based on emerging requirements through competition or sole source justification.

The United States Marine Corps, through the Program Manager for Light Armored Vehicles and in coordination with the Army Contracting Command – Detroit Arsenal, is conducting market research to identify viable 360-degree situational awareness camera systems for survivability upgrades on combat vehicles. The goal is to procure fully integrated, turnkey systems that enable crews to operate with all hatches and doors closed during land operations, while maintaining full situational awareness during amphibious and maritime environments. The system must provide a total 360-degree field of view with specific angular coverage for front and rear directions, including ground intercept capabilities, and must deliver high-definition video in both day and night conditions through integrated infrared and thermal imaging. Cameras must be capable of stitching feeds from four to ten individual sensors into a single, low-latency, synchronized video stream compatible with existing LAV turret slip ring and port interfaces, using approved connection standards such as fiber, Ethernet, or CAN, without requiring additional government-supplied components. All equipment must operate reliably in extreme environments, from -25°F to +140°F, withstand shock, vibration, saltwater corrosion, and harsh weather, and remain functional during swimming operations, ship-to-shore maneuvers, and low-visibility coastal conditions. The solution must be embedded within the vehicle’s existing architecture, integrating with displays, fire control systems, and USMC digital command platforms like TAK, while maintaining encrypted data transmission, redundancy, tamper detection, and electromagnetic interference shielding. It must support operation during silent watch and engine-off conditions, accommodate crew members in MOPP gear, and provide intuitive, ergonomic controls accessible at multiple stations. The system should be modular, easily mountable on roofs, turrets, or hull sides, with minimal impact on vehicle center of gravity and ingress/egress, and must retain partial functionality after battle damage. Vendors must provide detailed technical documentation, test data, deployment history, cost estimates for hardware, installation, maintenance, and upgrades—targeted under $160,000 per vehicle—along with information on commercial availability, lead time, scalability, and compliance with MIL-STD-810G/H, interoperability standards, and ITAR regulations. Responses must be unclassified, submitted as a single PDF or Word document not exceeding 30 pages, and sent via email to the designated point of contact by the extended deadline of June 26, 2026. This request is strictly for market research and does not obligate the government to award a contract

1. INTRODUCTION
The United States Marine Corps (USMC), Program Manager, Light Armored Vehicle (PM LAV), with the assistance of the Army Contracting Command – Detroit Arsenal (ACC-DTA), is issuing this notice as a means of conducting market research. The goal is to better understand the availability of technology that supports enhancing platform survivability through the integration of 360-degree Situational Awareness (360SA) systems.
PM LAV is seeking fully integrated, turnkey 360SA systems that provide complete situational awareness and enable crews to operate the vehicle from within the hull with all hatches and doors closed[JW1.1][RV1.2] on land (in swim operations or in water hatches are open). Solutions must be delivered as complete, end to end systems, including all required cameras, displays, processing units, video distribution hardware, control modules, software, and any other components necessary to provide a functional, cohesive capability without reliance on Government furnished subsystems.
This survivability upgrade is intended to significantly enhance LAV platform effectiveness at a target cost of less than $160K per vehicle, while improving crew protection, threat detection, and operational agility. Vendors should ensure proposed solutions represent a fully assembled, integrated, and operational system, not a collection of standalone components.
